Book excerpt: The performance of Nigeria has recently been vehemently criticized as not commensurate with her human and material potentialities. The hope that Nigeria is, by destiny, the African Giant appears to be fading. Some analysts, seeing this, have blamed it on the character defects of the leadership in Nigeria. They argue that because the leaders are predatory and corrupt, they have preoccupied themselves with their interests, which are primitive accumulation and luxurious lifestyles. Meanwhile, the rest of the citizens are suffering. This book argues that such character defects may indeed exist in some of Nigerian leaders. However, these are not the main reasons for their dismal performance regarding the welfare of the citizens. The main problem is that Nigerian leaders seem to have largely lost control over the state and its policies, which appear to have been captured by the dominant classes and groupslocal and international. Nigerias main problem is, therefore, a structural one. Nonetheless, the book concludesas the security, economic, political, and social crises intensifyNigerian leaders, even if it is simply for self-preservation, will be forced by the objective conditions to move against the interests of these dominant classes and groups. It is only then that Nigeria can realistically be restored to the possibility of becoming an African Giant.

Book excerpt: Democratic Governance and Political Participation in Nigeria 1999-2014 seeks to critically analyse Nigeria's democratic experience since 1999 when the current Republic was instituted. Given the chequered democratic antecedents of the country, the book examines the factors responsible for the resilience of the present democratic dispensation, in spite of forces inhibiting democratic consolidation. It also examines these inhibiting forces and makes recommendations for overcoming them. Finally, the book seeks to stimulate intellectual discourse on Nigeria's democracy and arouse greater research interests in the subject.

Available in PDF, EPUB and Kindle. Book excerpt: Selected by Choice magazine as an Outstanding Academic Book for 1996 Since the 1950s, sub-Saharan Africa has been the site of profound political changes initiated by ascendant nationalism and rapid decolonization. With this new beginning came fresh challenges involving many crucial aspects of human rights: self-determination; civil and political rights, including government legitimacy; military involvement in African politics; and unfulfilled basic needs that have cried out for economic and social development. Protecting Human Rights in Africa is the first major comparative study of the way human rights NGOs have brought revolutionary change south of the Sahara. Governments are both the most important protectors and abusers of human rights, while NGOs have become the most effective detectives in discovering abuses and the most active advocates in seeking solutions.

Available in PDF, EPUB and Kindle. Book excerpt: Baker and his colleagues provide a blend of the theoretical and the empirical evidence in an examination of the nature of bureaucracy under non-democratic, authoritarian forms of government, whether on the right, as in Portugal, or the left, as in Bulgaria. In all these instances, the bureaucracy was constructed to serve the distorted interests of centralized, unaccountable power. Following the remarkable spread of democracy in the seventies in Iberia, the eighties in much of Latin America, parts of Asia and Africa, and the nineties in the former USSR and the Warsaw Pact countries, the main focus was on reforming the economy and the political institutions. Distinguished scholars concentrate on the inherited bureaucracy--the arm of government with which the people most often have to deal. They highlight the undemocratic, and sometimes antidemocratic, nature of the civil service that is supposed to serve democracy. Others consider the nature of reform as experienced, and as needed, why there is no major policy for real reform of the bureaucracy in many countries, and the similar experience of reforming from the left and the right. Contributors discuss specific experiences as case studies and examine the more general question of what lessons can be learned from this unique perspective into comparative public administration reform. Essential reading for scholars, students, policy makers, and others involved with comparative government and public administration.
