Available in PDF, EPUB and Kindle. Book excerpt: More than ten years on from the most intense phase of the global financial crisis, and the collective international response in the G20 summit in London, a ‘new normal’ has emerged with systems in place to mitigate against further banking crises. This updated new edition analyzes this post-crisis international and national regulatory framework and asks whether the current paradigm is fit for purpose as new dangers gestate and develop. This new edition includes a discussion of the impact of the aggressively deregulatory and anti-globalist policies of the Trump administration and its pursuit of an ‘America First’ policy and explores its implications for the regulatory landscape constructed and tended by previous leaders. The author addresses new and future systemic risks, many outside the regulated banking sector, which have grown in importance since 2015. He develops possible future scenarios for the international regulatory architecture, both negative and positive, asking, ‘Are we better prepared for future banking crises?’ New risks, including the COVID-19 pandemic and economic crash, are testing the global system; and the G20, without US leadership, may be failing in this latest most severe crisis of our lifetimes. This book provides a unique narrative explanation drawn from leading actors of key events and policy changes as they unfolded immediately post-crisis. The author builds upon the first edition to capture key developments that have occurred during the past five years, while raising key questions and vulnerabilities, and looking at future risks and challenges that may emerge. This text will be of great interest to students, teachers and researchers of financial frameworks, globalisation and political economy.

Available in PDF, EPUB and Kindle. Book excerpt: In 2007-2008 the global financial and economic system was in turmoil. This volume focuses on how the global financial architecture was redesigned following the financial crash of 2008. Its central claim is that the reforms constituted a paradigm shift, a move from the dominance of market authority to the re-assertion of state authority over financial markets and actors. The book underscores that the cycle of boom and bust, of crisis response, reform and eventual relapse are not only economic but also conceptual and ideological. Ideas matter in the political and economic calculus of policy making. Economies are underpinned by and linked to ideological narrative, a prevailing policy consensus that places limits on policy actions and options and constitutes a dominant worldview or paradigm. To become real, to be lasting, to impact actual policy choices and market actor decisions, a re-regulatory paradigm shift cannot just be conceptual or ideological. It must also be present in the institutional constructs and policy decisions that flow from the ideological regulatory shift. To gauge the fluctuating strength of the paradigm shift the book addresses the G20 summit process, the creation of the FSB, the policy output of the new forums, for signs of permanency, strength, and possible effectiveness. This work presents important new material on the financial crisis and the regulatory response to it, which will be valuable for researchers, teachers and students alike.

Book excerpt: While the global coronavirus pandemic has put great strain on public finances across the world, it is those countries with weaker national currencies that will feel this pressure more strongly. There is a very real risk of national defaults and of a mutually reinforcing downward spiral of reduced trade and competitive currency devaluations. To prevent the health crisis becoming a financial crisis we need a renegotiation of the global financial architecture to create new institutions that can uphold stability, equity and sustainability between the world's economies. Next year marks 50 years since the ending of the Bretton Woods arrangements and provides an ideal platform for such a negotiation.

It argues that contemporary crises are very different from traditional balance of payments problems, and that developing countries are especially vulnerable. Six areas of discussion have been identified, some well known, others involving new initiatives. The report also identifies issues in the area of crisis resolution. It looks at the role of the Fund; incentives for the private sector; measures to deal with imprudent creditors and the design of adjustment programmes. It concludes by proposing a new governance structure.

Available in PDF, EPUB and Kindle. Book excerpt: In the short span of a few essays, this book takes the reader on a trip from the historical roots of the current financial architecture to the imaginable futures one can envision for it, only if there is the political will to change it. If we accept that, as put by the editors, financial markets' marginal imperfections are rather endemic pathologies, the consequences for the financial architecture have Copernican proportions. Every scholar and practitioner interested in the problems posed by the global economy at a critical moment when it has reached what looks like a dead end, will appreciate the refreshing inspiration offered by the authors that a star editing team has put together. Aldo Caliari, Director, Rethinking Bretton Woods Project, Center of Concern. The stagnation that we suffer since 2008 was originated by the global financial crisis of a system that is outside the control of national governments and has a dynamic of its own. In a few chapters, the book offers a historical account and a perspective of what could be a more rational financial system if there were political will to change it. All those interested in this topic will find in the ideas presented by this combination of authors, a deep understanding of the subject and inspiration for future research. Juan Carlos Moreno Brid, UN Economic Commission for Latin America and the Caribbean. He is Professor at the Faculty of Economics, UNAM, Mexico. As the book authors argue, the financial institutional settings were profoundly modified in the 1970s, imposing new instruments, new mechanism, new institutions that revolutionized the world of finance, missing a central characteristic: financial regulations. In this context the book's conclusions are of outmost importance: taxes on financial activity, new ways of financial accounting, sovereign debts regulators as the new central bank supervisions are vital to overcome the present crisis and set the grounds for a new period of economic growth and development. Noemy Levy, Professor at the Faculty of Economics, UNAM, Mexico. Since the last 2008 economic crisis the implementation of a new financial institutionality is taking too much time, showing the current correlation of power. The discussions at multinational level require more action and inputs as those in this book. Congratulations! Katiuska King Mantilla from the Government of Ecuador.

Book excerpt: Debating the Global Financial Architecture opens up the contemporary debate surrounding the reform of the "global financial architecture." Economists and political scientists explore the economic and technical content of alternative global financial regimes as well as the political processes through which such changes are negotiated. The contributors, though diverse, jointly fear that rapid removal of the remaining controls on private international financial transactions risks systematic crisis. By initiating a cross-disciplinary discussion, they hope to see the politics of global financial design examined more honestly, yet without discarding or devaluing a solid economic analysis of global money and investment flows.

Book excerpt: This paper considers ongoing and proposed reforms of the international financial system in light of Latin America's recent experience of volatility and a regional recession largely resulting from financial contagion. The authors begin by surveying three diagnoses of Latin America's financial difficulties: excessive capital flows, insufficient capital flows, and excessively volatile capital flows?each diagnosis is proposed by groups with different interests and perceptions. A historical review suggests, though, that theories of excessive capital flows lack empirical support, even though these theories largely underlie both current and suggested reforms. A subsequent section evaluates reform proposals involving official financial support, private sector involvement, and financial standards and regulations in terms of their distributive effects and implications for international political economy. Concluding, the authors express support for measures to reduce contagion and liquidity crises, such as an international bankruptcy court, and attribute Latin American financial difficulties at least in part to quot;original sin, quot; countries' inability to borrow long-term in their own currencies.

Book excerpt: After an introduction on inconsistency in the international financial system, section 2 of this paper focusses on the role of financial markets in emerging economies and on the lessons from recent crises. It seeks to explain why, under current international financial arrangements, both borrowers in emerging markets and lenders in industrial countries have had a strong incentive to resort to government guarantees as a way of encouraging capital flows. It then considers how such behaviour worked to increase the moral hazard inherent in the system. Section 3 sets out broad outlines of proposals for a comprehensive, market-based approach to reform of the international financial architecture. It lays out several broad avenues for change in emerging-market countries: financial sector strengthening, improvements in macroeconomic policy implementation, associated changes in exchange rate regimes & monetary policy targets, and a consistent program of financial market deepening & capital account liberalization. It also considers the role that governments & private-sector lenders in industrial countries can play in strengthening the international financial system and in mitigating the effects of crises. Section 4 discusses a set of reforms for the International Monetary Fund & other international financial institutions that would reinforce the proposals in section 3. It also discusses how possible changes in arrangements for private-sector involvement in the prevention & resolution of financial crises fits into a comprehensive market-based approach to reform of the international financial architecture. The final section summarizes the main conclusions.

It begins by looking at the most significant problems with the current architecture. Thereafter it classifies the current reform efforts into three areas -- reforms that in fact have been implemented, reforms that have been proposed but not yet implemented, and reforms that are only under discussion. The paper then evaluates the adequacy of these reform efforts and makes some brief proposals for future reform efforts.
