Book excerpt: In Uganda, agricultural extension has been hotly debated since the implementation of the National Agricultural Advisory Services (NAADS) program in 2001. Conceived as a demand-driven approach and largely publicly-funded with services provided by the private sector, the NAADS program targets the development and use of farmer institutions. It is a key strategy in the government’s poverty reduction and national development plan. Due to methodological challenges arising from the complex ways that many factors influence the relationship between extension inputs and outcomes, as well as data-quality issues, the effectiveness of agricultural extension in raising agricultural productivity and incomes and reducing poverty is often viewed with skepticism among policymakers and development practitioners. The NAADS program has been no exception. Some initial evaluations, mostly qualitative in nature, indicate the program has had a favorable effect on increasing the use of improved technologies, marketed output, and wealth status of farmers receiving services from the program. However, the program does not appear to be promoting improved soil-fertility management, raising concern about the sustainability of potential productivity increases. Now that the first phase of the program has ended, this study rigorously assess the outcomes and impacts obtained thus far, in order to help inform the current second phase and offer lessons for others implementing or planning to implement demand-driven agricultural advisory services in developing countries. The findings presented here are useful to policymakers of central and local governments, farmer groups, advisory service providers, donors, and others seeking to improve agricultural extension services in Uganda and elsewhere. Program evaluators and policy analysts will find the methods instructive.

Book excerpt: Well-funded and well-staffed agricultural research systems with efficient allocation of research resources are important for improving agricultural productivity and for meeting other agricultural development goals. Assessing research system funding adequacy and staffing, as compared to alternative investments, and allocating research resources within systems require data on agricultural research investments. The Agricultural Science and Technology Indicators (ASTI) initiative at IFPRI is the most comprehensive source of agricultural research statistics for low- and middle-income countries. Since 2001, building on an earlier International Service for National Agricultural Research (ISNAR) effort, ASTI has developed a network of institutional collaborators at national and regional levels who assist in implementing surveys to collect agricultural research investment data in Africa, Asia, the Middle East, and Latin America. ASTI compiles, processes, and publicizes the data at national, regional, and global levels. It has published a broad set of country briefs, notes, and regional synthesis reports that have been cited in national and international policy documents. The primary outputs from ASTI are the country data sets, which are now published on the website, http://www.asti.cgiar.org/. Data are published for 32 countries in Sub-Saharan Africa, 15 countries in Latin America and the Caribbean, 5 countries in South Asia, 7 countries in East and Southeast Asia, 5 countries in the Middle East and North Africa, and 1 country in the Pacific. The ASTI website’s Data Tool aids in accessing the data. The website’s readers can click on a world map to find for individual countries’ data on five types of research expenditure variables (in US$ and PPPs), five types of research staff variables, and five research share variables. Readers can then plot variables against each other in a graph or export and download data in Excel files. Data can also be uploaded using a survey form available in three languages. Since 2004, ASTI has produced 91 country-level publications: 50 country briefs, notes, and reports and 16 fact sheets on gender-disaggregated capacity indicators for Sub-Saharan Africa; 13 briefs and reports for the Asia-Pacific region, 5 for the Middle East and North Africa, and 7 for Latin America and the Caribbean. ASTI researchers themselves have conducted relatively few in-depth analyses using the data, but they have teamed with other researchers on papers and presentations and other researchers have made significant use of ASTI data.

Book excerpt: Using data on 34 countries in Africa south of the Sahara (SSA) from 1980 to 2012, this paper assesses the returns to public spending in the agricultural sector, considering expenditures on agriculture as a whole versus expenditures on agricultural research. First, an aggregate production function is estimated using a fixed-effects, instrumental variables estimator to address potential endogeneity of agricultural expenditure and to obtain elasticities of land productivity with respect to total agricultural expenditure and agricultural research expenditure. Different model specifications are used to test the sensitivity of the results to different assumptions. The estimated elasticities are then used to estimate the rate of return to expenditure in different countries and groups of countries. The elasticity of land productivity with respect to total agricultural expenditure per hectare is estimated at 0.04, and elasticity with respect to agricultural research expenditure per hectare is estimated to be higher at 0.09. The aggregate returns to total agricultural expenditure and agricultural research expenditure in SSA are estimated at 11 percent and 93 percent, respectively. Comparative analysis of the estimates with those of previous studies, as well as across different countries and different groups of countries, is undertaken. Then implications are discussed for maintaining the high returns to agricultural research expenditure and for further studies on the low return to total agricultural expenditure, including more disaggregated analysis of expenditure on other functions besides research to better inform prioritization of agricultural expenditure.
