Book excerpt: While the literature on Atlantic history is vast and flourishing, few studies have examined the importance of inland settlements to the survival of Atlantic ports. This book explores the symbiotic yet conflicted relationships that bound the Mexican cities of Xalapa and Veracruz to the larger Atlantic world and considers the impact these affiliations had on communication and, ultimately, the formation of national identity. Over the course of the nineteenth century, despite its inland location, Xalapa became an important Atlantic community as it came to represent both a haven and a place of fortification for residents of Veracruz. Yellow fever, foreign invasion, and domestic discord drove thousands of residents of Veracruz, as well as foreign travelers, to seek refuge in Xalapa. At the same time, these adverse circumstances prompted the Mexican government to use Xalapa as a bulwark against threats originating in the Atlantic. The influence of the Atlantic world thus stretched far into central Mexico, thanks to both the instability of the coastal region and the desire of government officials to “protect” central Mexico from volatile Atlantic imports. The boundaries established at Xalapa, however, encouraged goods, information, and people to collect in the city and thereby immerse the population in the developments of the Atlantic sphere. Thus, in seeking to protect the center of the country, government authorities more firmly situated Xalapa in the Atlantic world. This connection would be trumped by national affiliation only when native residents of Xalapa became more comfortable with their participation in the Mexican public sphere later in the nineteenth century. The interdisciplinary and comparative nature of this study will make it appeal to those studying Atlantic history, including historians of Britain, the United States, Latin America, and Africa, as well as those studying communication, print culture, and postal history more broadly.

It is a mistake to exclude the public dimension from the study of processes in this region. Recent studies have demonstrated not only the critical importance of the public in everyday practices of the MENA region, but they have also shown how the term and notion of the public sphere can be used productively to advance understandings of collective life. The first section of this volume offers alternative conceptions of the public sphere through rich and innovative theoretical analysis. Philosophical investigations focus on the role of collective action, the relationship between nationalism and democracy, and the notions of the public employed by socioreligious movements. The second section addresses a wide range of counter-hegemonic discourses and practices that enable the public sphere, such as memoirs, testimonies, strategies of surveillance, the Tehran bazaar, and the movements of migratory workers. The third section provides empirical accounts of the way in which mutual communication through technology has vitally expanded the notion of the public in the MENA region. In Public Things: Democracy in Disrepair, Bonnie Honig asks whether democracy is possible in the absence of public services, spaces, and utilities. In other words, if neoliberalism leaves to democracy merely electoral majoritarianism and procedures of deliberation while divesting democratic states of their ownership of public things, what will the impact be? Following Tocqueville, who extolled the virtues of “pursuing in common the objects of common desires,” Honig focuses not on the demos but on the objects of democratic life. Democracy, as she points out, postulates public things—infrastructure, monuments, libraries—that citizens use, care for, repair, and are gathered up by. To be “gathered up” refers to the work of D. W. Winnicott, the object relations psychoanalyst who popularized the idea of “transitional objects”—the toys, teddy bears, or favorite blankets by way of which infants come to understand themselves as unified selves with an inside and an outside in relation to others. The wager of Public Things is that the work transitional objects do for infants is analogously performed for democratic citizens by public things, which press us into object relations with others and with ourselves. Public Things attends also to the historically racial character of public things: public lands taken from indigenous peoples, access to public goods restricted to white majorities. Drawing on Hannah Arendt, who saw how things fabricated by humans lend stability to the human world, Honig shows how Arendt and Winnicott—both theorists of livenesss—underline the material and psychological conditions necessary for object permanence and the reparative work needed for a more egalitarian democracy.
