Book excerpt: "RAND was asked to examine how the Advanced Distributed Learning (ADL) Initiative and the Department of Defense (DoD) more broadly might encourage the reuse of digital training content as a strategy to reduce the cost of its development. The study focused primarily on the extent to which incentives and other enablers currently are and might be used to encourage training development (TD) organizations to develop a reuse mechanism, especially one supported by repositories. Data on existing efforts to reuse digital training content were gathered from the defense, commercial, and academic sectors through semi-structured telephone interviews and site visits at large TD organizations. In addition, studies on incentive issues in the knowledge management literature and reuse efforts in the domains of software and materiel development were reviewed. Five currently used reuse strategies were identified and assessed, with the greatest emphasis on the production of reusable learning objects (RLOs) to be stored in large, searchable learning object repositories accessible to multiple organizations. Findings highlighted a number of challenges in current reuse efforts -- for example, low rates of return on many investments in reuse, technical challenges with the RLO strategy that will take time to overcome, and the need to develop implementation processes for RLO reuse, including those that address disincentives to sharing within and among organizations. The study also concluded that ADL can encourage the reuse option by taking a proactive approach in supporting organizations attempting to implement a reuse strategy. For example, ADL might broaden definitions of reuse and redefine success via the use of metrics and surveys, invest in high-profile pilots and other research to identify conditions with the highest potential payoffs for reuse, and evolve its role as a trusted advisor to organizations seeking guidance on implementation." -- provided by publisher.

Available in PDF, EPUB and Kindle. Book excerpt: From June 14 to June 16, 2023, Hasso Plattner Institute, Potsdam, hosted the eighth European MOOC Stakeholder Summit (EMOOCs 2023). The pandemic is fortunately over. It has once again shown how important digital education is. How well-prepared a country was could be seen in our schools, universities, and companies. In different countries, the problems manifested themselves differently. The measures and approaches to solving the problems varied accordingly. Digital education, whether micro-credentials, MOOCs, blended learning formats, or other e-learning tools, received a major boost. EMOOCs 2023 focusses on the effects of this emergency situation. How has it affected the development and delivery of MOOCs and other e-learning offerings all over Europe? Which projects can serve as models for successful digital learning and teaching? Which roles can MOOCs and micro-credentials bear in the current business transformation? Is there a backlash to the routine we knew from pre-Corona times? Or have many things become firmly established in the meantime, e.g. remote work, hybrid conferences, etc.? Furthermore, EMOOCs 2023 has a closer look at the development and formalization of digital learning. Micro-credentials are just the starting point. Further steps in this direction would be complete online study programs or full online universities. Another main topic is the networking of learning offers and the standardization of formats and metadata. Examples of fruitful cooperations are the MOOChub, the European MOOC Consortium, and the Common Micro-Credential Framework. The learnings, derived from practical experience and research, are explored in EMOOCs 2023 in four tracks and additional workshops, covering various aspects of this field. In this publication, we present papers from the conference’s Research & Experience Track, the Business Track and the International Track.

Book excerpt: "Neither an academic tome nor a prescriptive 'how to' guide, The Theory and Practice of Online Learning is an illuminating collection of essays by practitioners and scholars active in the complex field of distance education. Distance education has evolved significantly in its 150 years of existence. For most of this time, it was an individual pursuit defined by infrequent postal communication. But recently, three more developmental generations have emerged, supported by television and radio, teleconferencing, and computer conferencing. The early 21st century has produced a fifth generation, based on autonomous agents and intelligent, database-assisted learning, that has been referred to as Web 2.0. The second edition of "The Theory and Practice of Online Learning" features updates in each chapter, plus four new chapters on current distance education issues such as connectivism and social software innovations."--BOOK JACKET.
