It locked the Reagan administration and opponents of the AWACS sale in a fierce and pitched battle over American policy in the most economically and strategically vital region in the world: the Middle East. Accordingly, Laham finds there are at least five political lessons to be drawn from the debate. First, contrary to the arguments of its critics in Congress, the pro-Israel lobby does not control American policy in the Middle East. Second, the Senate tends to defer to the authority of the president on matters of foreign policy and national security. Third, while remaining a passive president overall, Reagan was among the most active of chief executives on issues involving the economy and national security. Fourth, given the enormous contribution the AWACS sale made to the vital economic and national security interests of the United States, Reagan's masterful handling of this politically explosive issue provides evidence that he displayed attributes of presidential greatness, but much further study of the other major foreign and domestic policy issues Reagan confronted during his tenure in office will be required before any definitve judgment can be rendered concerning where he stands in the ranking of America's 42 presidents. Fifth, the AWACS debate shows that the United States need not sacrifice its special relationship with Israel in order to forge stronger ties with Saudi Arabia. This analysis will be of particular interest to scholars, students, and policy makers involved with national security issues, presidential politics, interest groups, and Middle East studies.

Early in the year the Iranian revolution replaced the shah, the principal pro-American leader in the region, with rulers hostile to the United States and to its remaining friends around the Gulf. In December Soviet troops moved into Afghanistan, bringing the Soviets closer to the Gulf and the Indian Ocean. In the United States these events spurred the announcement of the Carter Doctrine and the creation of a new military command to handle Gulf crises. Yet the United States established no new fighting forces, and U.S. friends around the Gulf proved less willing than the shah of Iran to host a U.S. military presence. Thus debate has continued about whether and how the United States can secure important interests in the Gulf region. In this book Thomas L. McNaugher offers a military strategy that integrates U.S. forces into the security framework that already exists in the region. He suggests that the United States should encourage Jordan, Pakistan, Great Britain, and others to continue their historical involvement in Gulf security, especially in such areas as internal security where U.S. forces are no better equipped than theirs and where U.S. participation may undermine the legitimacy of local rulers. In turn, the United States should focus on protecting the oil-rich states of the Arabian peninsula from external attack and on deterring further Soviet encroachment in the region. These missions demand an increase in the agility, rather than the size, of U.S. forces. But the more important requirement, McNaugher argues, is for skillfully blending U.S. military strategy into a diplomacy that exploits, rather than needlessly upsets, regional security mechanisms.

Lying at the junction of three great continents – Asia, Europe, and Africa – and sitting athwart the oceanic trade routes that link the cities of the world, the Gulf, like a magnet, has pulled superpowers into the shallow waters and adjacent lands of the 600 mile long appendage of the Indian Ocean. An observer at Hormuz at the mouth of the Gulf would alternately have watched pass in the 15th century the treasure ships of Chinese Admiral Zheng He, in the 16th century the caravels of Portuguese Admiral Afonso de Albuquerqe, in the 17th century the merchant ships of the Dutch East India Company, in the 18th to the 20th centuries the frigates and steamships of the British, and finally in the late 20th century to today, the cruisers and aircraft carriers of the U.S. Fifth Fleet. Perhaps in the future, Americans may be supplanted by the Indians, or perhaps the Chinese. In the Great Powers’ comings and goings since the 1400s, several consistent broad interests emerged. For the majority of this time, for example, the superpowers entered the Gulf region not to colonize, as the Europeans did in other places, but rather to further trade, which in the 20th century increasingly included oil. They also sought a military presence in the Gulf to protect seaborne flanks to colonial possessions further east on the Indian sub-continent and beyond (India, in fact, has long cast a shadow over the Gulf, given its historic trade and cultural ties to the Gulf region, strong ties that continue today). In their geo-political jockeying, furthermore, the Great Powers sought to deprive their rivals access to the states bordering the Gulf region. In tending to these enduring interests inside the Strait of Hormuz, the Great Powers through history concentrated their trade, political, and military presence along the littorals. Not surprisingly, their navies have played a substantive role. Imperial Crossroads: The Great Powers and the Persian Gulf is a collection of connected chapters, each of which investigates a different perspective in the broader subject of the Great Powers and their involvement with the states of the Persian Gulf. This volume concentrates on four western nations – Portugal, Holland, Britain, and the United States – and concludes with a look at the possible future involvement of two rising Asian powers – China and India.
