The relationship between the Army and the media is considered in the broader context of the US Government's approach to information management. Given the growing importance of information operations in 21st century warfare, this study provides a succinct overview of how the US Army has approached its relations with the media over the previous century. The study highlights the recurrent tension that exists in both the Army and the US Government's information management writ large. This tension arises from the need for operational security and effective deception and psychological operations and the need to provide transparency to secure public acceptance and support for military operations. The long-running debate over how the Government's information management should be organized and operated reflects this tension. Thus, since World War I a number of bureaucratic manifestations of information management have been tried in wartime, including the Committee on Public Information, the Office of War Information, the Psychological Strategy Board, the United States Information Agency, and, most recently, the Office of Global Communications. With the exception of the United States Information Agency, whose tenure spanned the period from 1953 to 1999, all the other manifestations of bureaucratic information management rose and fell during the wars in which they were created. The growing pains of these organizations sometimes colored the Army's relationship with the media. The need for units in the field to participate in information management is a major challenge for future operations. This study reminds us that those commanders who have gone out of their way to engage the media have, in many cases, had the greatest success with information management.

Conflict between reporter and the military is not new. As war correspondents became of age in the Civil War, the military began its determination to protect its operations. The media have often called this determination "censorship." Since the U.S. military's 1983 invasion of Grenada, commanders have done a questionable job of accommodating the media, as evident by the findings of the Sidle and Hoffman Panels. While this phenomenon of poor support may be due in part to the commander's personal feelings toward the media, it may also be that the commanders public affairs staffs are simply over taxed. As a result, combatant commanders must rely on ad hoc public affairs organizations, such as Joint Information Bureaus, to manage their media operations in combat. Our best opportunity to garner and sustain national and international support for armed conflict in Iraq is by maintaining a healthy relationship with the media. How well our military performs in this media relations endeavor will directly affect the U.S. and international perceptions of our success in Iraq. This book will examine the media environment, historical trends, DoD public affairs policy evolution, and the current status of military public affairs to determine if maybe, now is the time to transform our processes to better support the media and the American public.

This research documents the permanent split created in the relationship of the military and the media during the Vietnam War. Because of this negative relationship, the American military personnel distrusted the media and therefore, were reluctant to keep the media informed about their operations. The media, which is overwhelmingly dependent on the military to provide it with information, also distrusted the military. The result was that the American public did not always get an accurate picture of the war. Without censorship in Vietnam the military was not always open and candid with the media. However, the military cannot allow the media to work under false assumptions, or report a story if they are only partially informed. Consequently, this research found that censorship during military conflicts will assist the flow of information between the military and the media. This thesis aims to explore the relationship between press access and consumption; and then further explore the relationship between the public perceptions as seen in the Vietnam War and the First Gulf War. Did the United States government's policies toward media access in the Vietnam War and the First Gulf War influence media coverage, and therefore public perception of those conflicts? Did the public perception from the Vietnam War and the First Gulf War influence foreign policy change in the United States? By comparing the media practices by journalists as determined by the United States government during the Vietnam War and the First Gulf War, I illustrated the relationship between the media and U.S. government and their multi-faceted influence on public opinion in recent history. The analysis concludes that while the media coverage during the Vietnam War significantly contributed to American public opinion, media coverage was not the sole factor of significant foreign policy change in subsequent cases of U.S. involvement in international conflicts. However, it was the effect of public opinion during and after the Vietnam War that influenced the Bush administration to change their media access policies during the First Gulf War. In suppressing and managing the media coverage, the government was able to successfully portray a military achievement in the Middle East.
