This policy field is very complex as SMEs are affected by Community legislation on a host of issues. As a result, over the years, the institutions of the EU introduced a kaleidoscope of programmes targeted at SMEs to enhance their situation on the market. To examine the most important ones of these programmes, first and foremost, the promotion of SMEs will be integrated into the industrial policy of the EU: I will shed some light on the rationale for an industrial policy and the three different approaches to it. Furthermore, I will elaborate on the evolution of the industrial policy within the EU. In the second part, I will have a closer look at SMEs in Europe, how they are defined and what their role is in the European economy. After having given this background information, I will examine how the EU promotes SMEs. First of all, I will dwell on the European Charter for Small Enterprises followed by some information on the Multiannual Programme for Enterprise and Entrepreneurship. In addition, I will give some details on programmes to promote conditions conducive for entrepreneurial activity; The Entrepreneurship Action Plan and the eEurope 2005 Action Plan respectively Go Digital. Finally, I will establish a connection between the EU industrial policy and the Lisbon Strategy.

It is considered that Europe’s competitiveness and economic progress is strong dependent on its small and medium-sized enterprises, which are the key-source for job creating as well as for searching for new business ideas and innovative solutions, its main driver for entrepreneurship. For this reason, the European Council endorsed the “think small first” principle as one way to progress towards the Lisbon objectives. The idea of the small business has captured the imagination of the public and politicians over past years. They agree in the point that to meet the challenge of new integrated Europe requires a better business environment within the Internal Market, including the lightest possible administrative and regulatory burdens for small businesses and a better access to finance resources as well as creating of simple and effective legislation. It also requires a revolution in attitudes to entrepreneurship and to risk-taking processes, which will allow viewing failure as a part of experience, as an “opportunity to learn” from mistakes. They also emphasise the fact that small enterprises are normally more sensitive to changes in the business environment than large firms. They are the first to suffer if weighed down with excessive bureaucracy and creating new administrative burdens. And they are the first to flourish from initiatives such as decrease in taxation rate and promotion. My essay aims to answer the question to what extent the EU’s main market integration initiatives address the needs of SME’s and what should be done on the way to developing strong, competitive SMEs which would use all benefits from the Single European Market. It is important to define what we mean by SMEs before proceeding to answer these questions. For the purpose of this essay, SMEs are defined as non-subsidiary, independent firms, which employ less than 250 employees. Small businesses now constitute the most dynamic element of growth in the emerging markets of the Central and Eastern European region. This book argues that the small and medium sized enterprise (SME) sector has contributed more to the growth of these countries in transition than have privatized state enterprises and the public sector. In 1989 most of the countries of Eastern and Central Europe were still under an economic system dominated by state-owned enterprises. Since then a process of liberalization has been unleashed to promote free market policies. This has involved programs of privatization and restructuring of public enterprises, as well as the promotion of policies to enable a private sector to develop. Small businesses are creating thousands of new jobs while large companies are "retrenching and downsizing" their work force. In some countries of the region this process is much further along than in others. However, the SME sector has developed at a more rapid pace than has the privatization of the large public companies. There has been a flurry of new enterprises springing up throughout the region which are "trickling up" in a frequently hostile environment against tremendous odds, and yet managing to have a pronounced impact on their respective economies. Small businesses have taken over in sectors that used to be dominated by big enterprises, primarily in services and consumer products. They have provided a crucial outlet for pent-up entrepreneurial talent that had remained dormant during the long period of state domination. This work urges legislators, policy-makers, and development agencies alike to take account of the importance of the SME's in their legislation and planning. Given a more favorable environment, these small businesses will provide even greater impetus for economic growth. Equally important is for entrepreneurs themselves to be convinced of the rightness of their path in societies that have traditionally looked down upon profit-seekers as unscrupulous and selfish. If the CEE region is to achieve its full potential of economic growth, policies and support mechanisms to promote the SME sector will be needed to assure a favorable environment.

This is due to the fact that these entities have many important functions related to, among others, creating a significant share of the national income and jobs, introducing innovations and causing many other effects that positively influence the level of competitiveness of the European economy. In order to ensure favorable conditions for the development of the SME sector in the European Union at the central level, as well as at the level of individual countries and regions, numerous assistance programs are developed in the form of specific support instruments available for the smallest entities. Currently, the European Union is entering the new 2014-2020 programming period, which is associated with the implementation of the principles of the Europe 2020 Strategy. This perspective will be associated with the possibility of the participation of entrepreneurs in a number of projects and the use of many support instruments, both financial, as well as non-financial. As in the previous years, however, certain actions will have to be taken and the acquisition of specific skills useful in efforts to absorb the EU assistance will be required. At the same time, exploiting the potential of the environment in the 2014-2020 perspective will be associated with changes in the conditions for the functioning and development of many European small and medium-sized enterprises. The monograph is devoted to the above-presented matters. Its aim is the presentation, analysis and evaluation of selected issues which, according to the authors, will be important for development processes of small and medium-sized enterprises in the 2014-2020 perspective. The book consists of fourteen chapters, which are divided thematically into three separate parts. The first part concentrates on the external conditions for the development of small and medium-sized enterprises in the latest strategic perspective of the European Union. The second part of the monograph emphasizes the challenges and changes in management systems which will largely determine the functioning of the SME sector in the coming years. The third, and last, part of the monograph focuses on selected determinants of building the competitiveness of businesses in the SME sector. The monograph is addressed primarily to managers and owners of small and medium-sized enterprises, along with undergraduate and graduate students, as well as post-graduate business students. At the same time, we hope that this book will be also appreciated in the scientific community, enriching the debate on the future challenges in managing the development of small and medium-sized enterprises, as well as inspiring discussion and further research in this field.

It will be explained shortly by the author what the relevant sizes are of defining an SME correctly. 99 % of all enterprises in the EU are SMEs. This means, that they are the backbone of the European economy, acknowledged as a constant source of ideas, innovation, entrepreneurial skills, the principal providers of existing jobs and the main source of new employment. But as they only have limited human and financial resources, they often are caught in their particular environment and are not able to expand their business to other countries. This means, that they can not act internationally like all the big and global oriented companies. Things like bureaucracy burdens, getting their innovated products duplicated by the big companies, not having the knowledge about opportunities to enter new markets, lack of finance, etc. are making it very hard for them to survive. And making the step from local to international, national or even regional can turn out in big issues as well. That’s why the European Commission has already done and will do even more in future to protect Europe ́ s SME economy and support them to get bigger and prosper. When SMEs are growing they will be able to provide more jobs and therefore our economy will be able to keep pace with the dynamic economy of the 21st century. Policy needs to provide the right business environment. They have to improve the framework in which SMEs operate. The Policy has to focus on helping the different types of small business thrive and prosper, whether they are start-ups, high-growth companies, traditional family firms, artisans or professionals working by their own.
