Pickle, Gibbons, Stark, Jacobs, and Bates), relating to additional limitations on industrial development bonds. The first part of this pamphlet is a summary. The second part provides background information on the use of tax-exempt bonds for financing private activities, including tax-exempt bonds for financing owner-occupied residences (i.e., mortgage subsidy bonds). The third part discusses the issues raised by the use of tax-exempt bonds for financing private activities.
