Peter Schifferle contends that the determination of American army officers to be prepared for the next big war was an essential component in America's ultimate triumph over its adversaries. Crucial to that preparation were the army schools at Fort Leavenworth. Interwar Army officers, haunted by the bloodshed of World War I's Meuse-Argonne Offensive, fully expected to return to Europe to conclude the "unfinished business" of that conflict, and they prepared well. Schifferle examines for the first time precisely how they accomplished this through a close and illuminating look at the students, faculty, curriculum, and essential methods of instruction at Fort Leavenworth. This is the first study to use a comparative framework to understand what happened with the U.S. military endeavor in Somalia and the British effort in Bosnia up to 1995. Both regions were potential quagmires, and no doctrine for armed humanitarian operations during ongoing conflicts existed at the outset of these efforts. After detailing the impact of military culture on operations, Cassidy draws conclusions about which military cultural traits and force structures are more suitable and adaptable for peace operations and asymmetric conflicts. He also offers some military cultural implications for the U.S. Army's ongoing transformation. The first part of the study offers an in-depth assessment of the military cultural preferences and characteristics of the British and American militaries. It shows that Britain's geography, its regimental system, and a long history of imperial policing have helped embed a small-war predilection in British military culture. This distinguishes it from American military culture, which has exhibited a preference for the big-war paradigm since the second half of the 19th century. The second part of the book examines how cultural preferences influenced the conduct of operations and the development of the first post-Cold War doctrine for peace operations.

This led to two assumptions that became conventional wisdom: first, an apolitical army represented a more professional force; and second, the problems at the tactical and operational level were similar enough to be useful in developing strategic thinking. These assumptions resulted in what Samuel P. Huntington described as the "normal-theory" relationship between policy-makers and generals. The assumption made sense for the United States but had one unfortunate result. The Army as an institution misread the nature of an apolitical force. The essence of an apolitical force should be non-partisan -Army professionals above political interference or interest. There is a difference, however, between policy and politics. While not involving itself in the political life of the nation, the Army is vitally concerned with the policies of the nation. The discussion strategists must prepare for are political, but in the nature of policy as the object of war. A historical survey of strategists from General Winfield Scott to General Creighton Abrams suggests that the most successful strategists are life-long learners. They build holistic understanding of the interdependent and infinite connections of the whole problem. Once they develop a hypothesis about the whole problem, they reshape those connections to create a better peace for the United States. Strategists that take time to understand the whole problem encourage discourse. Retaining the Functional Area 59 Strategist program will continue to benefit the force because they do not follow a traditional route to generalship. After all, few have earned stars by arguing, debating, and taking intellectual risk.

Book excerpt: In September 1943 allied armies of the United States and Great Britain landed on the European mainland in its “soft underbelly” taking another step toward the defeat of Nazi Germany. Expecting to be in Rome by the end of that year, the Allies instead found themselves embroiled in a prolonged struggle of static warfare reminiscent of the western front of 1915-16. In the end the allied armies suffered 312,000 casualties in a campaign whose purpose was not clearly decided. This monograph examines the Allies campaign in the Mediterranean in 1943-1944 in order to answer the question of whether the Allies could have “won” and, if so, how. More specifically, this study looks at the utility of military theory for explaining cause and effect, and for providing a basis for operational insight and assessment of risk. This particular historical case study is significant in that the challenges of difficult terrain, coalition command, multinational forces, limited resources, and bad weather faced by the operational commanders of this campaign are factors that may weigh heavily for operational commanders in future conflicts. Conclusions reached in this study are threefold. First, the operational commanders involved did not have a true appreciation of the operational risks taken when major operations were designed and executed in January 1944. Second, the operational and strategic commanders may have chosen a different course of action if these risks had been more fully appreciated. Third, classical theory, as represented by the writings of Clausewitz, Jomini, and even Liddell Hart, does have utility in explaining cause and effect and may well have provided the commanders concerned in this case clearer insight at the operational level of war.
