Book excerpt: When U.S. President Barack Obama cancelled a scheduled September 2013 summit meeting with his Russian counterpart, Vladimir Putin, "lack of progress on issues such as missile defense" was cited as the primary justification. Despite widespread and well founded assumption that the real trigger for the cancellation was the Russian decision to offer temporary asylum to Edward Snowden, the citing of missile defense was indicative. The comment marked one of the periodic plateaus of mutual frustration between the United States and Russia over U.S. attitudes to missile defense capability, stemming from a continued failure to achieve meaningful dialogue over U.S. plans and Russian fears. Russia's vehement objections to U.S. plans for missile defense installations in Europe, and the range of unfriendly actions promised in response, are often portrayed as irrational, the arguments technically flawed, the behavior deliberately obstructive, and the underlying threat perception hopelessly out of date. Yet an examination of the missile defense relationship between Russia and the United States over time shows that the fundamental Russian concerns stem from ideas of state security which, while discounted elsewhere, remain valid in the Russian security calculus. The fundamentally different weight and importance attached by Russia to nuclear weapons as both a guarantee and a symbol of statehood can be challenging for U.S. observers to grasp, but it is critical to understanding those Russian statements that do not, at first sight, make rational sense to U.S. policymakers. Furthermore, while the current Russian proposals for compromise-at least those stated in public-are wholly unrealistic, bear in mind that some of the security considerations behind them, at various times, have been both shared and voiced by the United States. This book will examine the historical precedents for the current missile defense impasse, in order to explain the Russian attitude, and draw conclusions about both the most recent developments in the conversation between the United States and Russia and its likely further progress and prospects, if any, for a resolution.

Book excerpt: The pending Obama Administration policy on missile defense is the quintessential driver for missile defense in Europe. The current world events serve to confirm the growing threat to the security of the homeland and American allies. The Ballistic Missile Defense System European Component serves to provide the United States homeland defense against a ballistic missile launched from Iran or another rogue state. Despite a myriad of strategic factors and considerations that constitute obstacles to employing the U.S. system in Europe, the deciding factor is ultimately the political decision by the President of the United States. Protecting the U.S. homeland and America's North Atlantic Treaty Organization allies against a ballistic missile attack is a fundamental vital interest of the United States, and deployment of missile defense elements to Europe therefore serves to further U.S. strategic interests. The President must agree to move forward with missile defense writ large, and more specifically with missile defense in Europe while working to minimize the domestic and transatlantic political distracters to its implementation.

Book excerpt: Regional Missile Defense from a Global Perspective explains the origins, evolution, and implications of the regional approach to missile defense that has emerged since the presidency of George H. W. Bush, and has culminated with the missile defense decisions of President Barack Obama. The Obama administration's overarching concept for American missile defense focuses on developing both a national system of limited ground-based defenses, located in Alaska and California, intended to counter limited intercontinental threats, and regionally-based missile defenses consisting of mobile ground-based technologies like the Patriot PAC-3 system, and sea-based Aegis-equipped destroyer and cruisers. The volume is intended to stimulate renewed debates in strategic studies and public policy circles over the contribution of regional and national missile defense to global security. Written from a range of perspectives by practitioners and academics, the book provides a rich source for understanding the technologies, history, diplomacy, and strategic implications of the gradual evolution of American missile defense plans. Experts and non-experts alike—whether needing to examine the offense-defense tradeoffs anew, to engage with a policy update, or to better understand the debate as it relates to a country or region—will find this book invaluable. While it opens the door to the debates, however, it does not find or offer easy solutions—because they do not exist.

Available in PDF, EPUB and Kindle. Book excerpt: 2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Book excerpt: "Few problems of national security have remained as critical in the post-Cold War era as those raised by the command and control of nuclear weapons. Should nuclear arsenals be overseen by civilians rather than military experts? How can effective civilian control be ensured? In this lucid and penetrating book, Peter Douglas Feaver tells the story of U.S. nuclear custody policy from 1945 to the present and offers a new framework for approaching the issue of nuclear command and control." "Feaver first examines the fundamental constraints and dilemmas inherent in the operation of nuclear command and control. He provides an overview of civilian control of each component of nuclear operation, with reference to three major factors: the president, who has the legal authority to order the use of nuclear weapons; key military officers who are authorized to detonate weapons without the president's permission; and lower-level officers who have physical control of the weapons. Feaver next offers a model identifying factors that explain changes in civilian control policy over time. Drawing on extensive interviews and recently declassified government documents, he then provides a rich historical account of nuclear weapons custody, paying particular attention to the Truman, Eisenhower, and Kennedy administrations." "Guarding the Guardians will be an essential resource for political scientists, policy-makers, security affairs specialists, historians, and anyone concerned with addressing the hazards created by nuclear arms."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc. Available in PDF, EPUB and Kindle. Book excerpt: This book demonstrates that under the leadership of President Ronald Reagan and through the mechanism of his National Security Council staff, the United States developed and executed a comprehensive grand strategy, involving the coordinated use of the diplomatic, informational, military, and economic instruments of national power, and that grand strategy led to the collapse of the Soviet Union. In doing so, it refutes three orthodoxies: that Reagan and his administration deserve little credit for the end of the Cold War, with most of credit going to Mikhail Gorbachev; that Reagan’s management of the National Security Council staff was singularly inept; and that the United States is incapable of generating and implementing a grand strategy that employs all the instruments of national power and coordinates the work of all executive agencies. The Reagan years were hardly a time of interagency concord, but the National Security Council staff managed the successful implementation of its program nonetheless.
