Book excerpt: Excerpt from The Present Status of the Home Rule Question But, after all, the most interesting question at present con cerning the Government of Ireland Bill is whether it has any chance of becoming a law in the near future. AS regards this question, any prophecy at the present juncture would be rash. Nevertheless, there are some facts which can be stated with reasonable certainty and which are worthy of the attention of students of current politics. One of the most evident of these facts is that the majority of Englishmen no longer get excited about the question. True enough a certain class of Unionist leaders are using strong, not to say violent and dis courteous, language in the newspapers, on the platform, and even on the oor of the House of Commons. But as far as the results have been expressed in votes they cannot be said to tell very strongly against Home Rule. The administration has lost several seats at recent by-elections and has held others by decreased majorities, as the administration of the day usually does. But in none of these contests have the Unionists shown a disposition to feature Home Rule as an issue, except perhaps in Manchester. But since 1903 the voters of that city have developed the habit of returning Liberal members in general elections, when there is a possibility that the election of a Union ist member might mean the success of the policy of protective tariffs, and Unionists in by - elections, when free trade is not in danger. Much water has passed under the bridges Since 1886, even since 1893, and there is every indication that in the meantime the View that some measure of Home Rule is the only possible solution of the Irish question has gained ground in Great Britain until it now commands the approval of a majority of the voters. The most rabid Unionist leaders them selves complain of the apathy of their followers. An exami nation of the arguments used by the leaders of the parties thatfore, say, and apparently believe, that the prime minister and his colleagues have sold themselves for place, and that they do not really believe in the measures they are supporting. It would be a mistake, however, to take this View too seriously. Even though we could believe the ministers, who are admitted by many Unionists to be a more able group of men than those who occupy the front Opposition bench, to be so entirely devoid of political scruples, it is impossible to conclude that all their eminent supporters out of office, publicists, journalists, and the like, are also of that character. We are obliged to believe, therefore, that the arguments used by the advocates of Home Rule represent the actual opinions of a considerable number of English people. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Home Rule in Iowa IN these days there is much said and written concerning home rule in local government. And yet, home rule is not a new idea in America a proposed experiment in government. On the contrary, home rule has long been a cherished political heritage. But how many people to day have a clear notion of what home rule means! What is home rule in Iowa? To answer this question is the purpose of the pages that follow. Neither the time nor the means have been available for an exhaustive study of all of the phases of home rule, either in this State or in the other Common wealths of the Union. An attempt has been made, how ever, to trace briefly the development of home rule as a factor in local government, to indicate the present posi tion of the local areas in Iowa and the resulting evils of special legislation, to point out the necessity and effects of classification, to show the impracticability of rigid uni formity in the government of local areas, to present the home rule charter system in the light of its successes and shortcomings, and to suggest a general division between State and local functions. The real scope and limitations of the paper can best be indicated by pointing out the actual studies made by the writer in its preparation. Book excerpt: Excerpt from Handbook of Home Rule, Vol. 2: Being Articles on the Irish Question Of the articles contained in this volume, those by Mr. Gladstone, Mr. E. L. Godkin on "A Lawyer's Objections to Home Rule," and Mr. Barry O'Brien appear for the first time. The others are reprinted from the Contemporary Review the Nineteenth Century, and the New Princeton Review, to the proprietors and editors of which periodicals respectively the thanks of the several writers and of the editor are tendered. In most of these reprints some passages of transitory interest have been omitted, and some few additions have been made. The object of the writers has been to treat the difficult questions connected with the Government of Ireland in a dispassionate spirit; and the volume is offered to the public in the hope that it may, at a time of warm controversy over passing events, help to lead thoughtful men back to the consideration of the principles which underlie those questions, and which it seeks to elucidate by calm discussion and by references to history. Book excerpt: Excerpt from Home Rule Through Federal Devolution The schemes for Home Rule for Ireland hitherto pro pounded seem mostly to have been evolved by conceiving the Idea of a perfect constitution, after the manner of 'plato's Republic, and endeavouring to reconcile it with the facts, by a system of checks and counterchecks as complicated as the cycles and epicycles of the Ptolemaic Astronomy. The Times approaches the question by the common-sense, if prosaic, method of first ascertaining the real facts - always a matter of extreme difficulty in Ireland - and thereon founding a plan, adapted, as far as possible, to the actual conditions of the problem. Book excerpt: Excerpt from The Law and the Practice of Municipal Home Rule Owing to important differences from state to state not only in the phraseology of home rule provisions but also in the history of these provisions before the courts, it has seemed advisable to treat the subject-matter of the text by states rather than by topics. What ever disadvantages inhere in this method of approach have been sought to be overcome by frequent cross-references in the text and cross-citations in the notes. Book excerpt: Excerpt from Ireland and the Home Rule Movement The great tendency which has been so marked a feature of Irish life in the course of the last decade to turn the attention of the people towards efforts at self improvement and the development of self-reliance without regard to English aid, English neglect, or English Opinion, excellent though it has been in every other respect, has had this one drawback - that there has grown up a generation of Englishmen, well intentioned towards our country, to whom the problems of Irish Government are an unknown quantity. The ignorance of Irish affairs in England is due partly to ourselves, but also to a natural heed lessness arising from distance and preoccupation with problems with which Englishmen are more intimately concerned. Book excerpt: Excerpt from The Price of Home Rule Mr. Asquith's declaration with regard to Home Rule, made on December loth, 1909, revived an issue which, so far as England is concerned, had lain almost dormant since 1893, although the question never slept in Ireland. The immediate effects of that declaration were two. One was to engage the Irish Roman Catholic vote in this island to the Liberal cause; the other, to rouse Ulster, which is Loyal Ireland, to a sense of her danger. As regards English people, the moral of the situation was, and is, the fact that the Prime Minister deliberately proposed to concede the demands of the Nationalist party in Ireland, in return for their help in abolishing the veto (as it is called) of the House of Lords. Book excerpt: Excerpt from The 'Statist' on Ireland: Reprint of "Economist's" Letters to the Statist on the Irish Land and Home Rule Questions, and of Editorial Comments Thereon Is it not possible, however, to get over this Objection, and so render practicable in Ireland some adequate form of local self-government, if such an experiment can be tried without danger of separation? For answer I would suggest that it would be possible for the Imperial Parliament at one stroke to secure the landlords at little or no cost to the Imperial Treasury, and at the same time to give the Irish local self-government of the most ample kind. The plan Is for the Imperial Government (1) to buy out every landlord in Ireland, giving him Consols at par equal in nominal amount to twenty years' purchase of the present judicial rents; (2) to give the land free to the present occupier, subject only to a rent-charge of one-half or two thirds Of the present judicial rent payable to the new local authorities in Ireland; and (3) to relieve the Imperial Exchequer of all payments now made out of it in connection with the local government of Ireland. The plan is, in fact, to throw the cost of local government in Ireland upon Irish resources exclusively, and to give the Irish people the rent of the country for the purpose of conducting it. The conflict between landlords and people would thus come to an end. We need no longer fear that if we give Ireland Home Rule, the property of the landlords would be confiscated. Book excerpt: Excerpt from Historical Lessons on Home Rule, to Which Is Added a Draft Bill for Settling the Whole Question The philosophical student of history, while taking a general survey of the record of events, may well be struck with dismay at the weary round of failures that beset the path of mankind in their efforts to set up a stable Government. The rise and fall of great empires seem to be regulated by laws over which the wisest statesmen and the truest patriots can have little or no control. Born of heroism and virtuous poverty, nations advance by slow and steady degrees till they attain to power and opulence, when the very success of their efforts brings about the vices that surely ends in their destruction. Is the record of past failures, then, to lead us to despair of setting up a Commonwealth that will alike meet the wants of a virtuous poverty and a time of luxurious wealth; or shall we not rather take the lessons of the past to heart, and, by wisely scanning the causes of destruction, steer the vessel of the State past the quicksands and rocks that have wrecked so many goodly navies, whose stranded hulls will serve as beacons to warn us of our danger? Clergymen, landlords, tenants, laborers and busi ness men - representatives of all classes - talked freely of the troubles that were agitating the country. In some instances I have allowed these men to speak in these pages; in others have given their views in my own language. I desire to acknowledge the special courtesy shown me by Mr. Commissioner Vernon, who explained the practical working of the Land Act and gave me much valuable information besides; by Mr. H. A. Robinson, Local Government Inspector of Mayo and Galway, whose intimate knowledge of and sympathy with the poor people of those counties made his conversation extremely interesting and profitable; and by-dr. Neil son Hancock, whose familiarity with the statistics of Ireland is well known. The debates on Irish affairs in the House of Commons, which I was enabled through the kindness of Dr. Lyon Playfair to hear regularly while in London, gave me an excellent opportunity for studying the characteristics and relations of the men who have taken a leading part in these discussions; and I saw' their tactics in vigorous operation.
