Ten years after the coming into force of the Treaty of Lisbon, which significantly empowered Europe’s only directly elected institution, the contributions collected in this volume analyse whether, and under what conditions, the EP has been able to use its new powers and shape decisions. Going beyond formal or normative descriptions of the EP’s powers, this book provides an up-to-date and timely empirical assessment of the role of the EP in the European Union, focusing on key cases such as the reforms of the EU’s economic governance and asylum policy, the Brexit negotiations and the budget. The book challenges and qualifies the conventional view that the EP has become more influential after Lisbon. It shows that the influence of the EP is conditional on the salience of the negotiated policy for the Member States. When EU legislation touches upon ‘core state powers’, as well as when national financial resources are at stake, the role of the EP – notwithstanding its formal powers – is more constrained and its influence more limited. This book provides fresh light on the impact of the EP and its role in a more contested and politicised European Union. At the same time, however, the already low rate of turnout in European elections has actually been declining. This powerful new study examines a seemingly paradoxical situation which has raised deep concern about the democratic deficit in the European Union. The authors analyse the concepts of participation, democracy, and legitimacy and their applicability at the European level and develop a typology of voter participation and abstention in the European context. Combining extensive new data from specially commissioned surveys in all 1994 member states with a searching review of the existing evidence, they provide a comprehensive account of the legitimacy of the European Union and examine the images of the European Parliament, citizens experiences of the 1994 campaign and their perceptions of the parties and the candidates. In an analysis that challenges existing interpretations, the institutional, demographic, and attitudinal sources of participation and abstention are fully explored. Based on 46 long interviews with British MEPs, a picture emerges of British MEPs being ignored by British national media but able to secure constituency media coverage and influence. Additionally, in different constitutional settings, the same picture emerges in Belgium and the Republic of Ireland. The research suggests that political elites in EU member countries are anxious to control the visibility/influence of the European Parliament, not merely via the Council and Commission, but also by managing their national media into dismissive attitudes towards the Parliament.

Book excerpt: Immediately after the rejection of the Constitutional Treaty in France and in the Netherlands, I was tempted not to comply with a contract according to which I was expected to write on the Eu- pean Constitution within a very close deadline. “What is the sense of it now?” I tried to argue. “I cannot be obliged by a contract wi- out an object”. I was wrong at that time and we would be equally wrong now, should we read the Irish vote on the Lisbon Treaty and the Lisbon Treaty itself as the dead end for European constitutionalism. Let us never forget that the text rejected in May 2005 was not the founding act of such constitutionalism. To the contrary, it was nothing more than a remarkable passage in a long history of constitutional dev- opments that have been occurring since the early years of the Eu- pean Community. All of us know that the Court of Justice spoke of a European constitutional order already in 1964, when the primacy of Community law was asserted in the areas conferred from the States to the European jurisdiction. We also know that in the pre- ous year the Court had read in the Treaty the justiciable right of any European citizen to challenge her own national State for omitted or distorted compliance with European rules.
