Stories about community policing appeal to a nostalgic vision of traditional community life. Community policing carries with it the image of a safe community in which individual citizens and businesses are protected by police they know and who know them and their needs. However, it also carries an image of community based in partnerships that exclude the least advantaged, strengthen the police, and are limited to targeting those disorders feared by more powerful parts of the community and most amenable to intervention by professional law enforcement agencies. The author argues that the politics of community policing are found in the construction of competing and deeply contested stories about community and the police in environments characterized by power inbalances. Community policing, according to the author, colonizes community life, increasing the capacity of the police department to shield itself from criticism, while manifesting the potential for more democratic forms of social control as evidenced by police attention to individual rights and to impartial law enforcement. This book will be of interest to sociologists and political scientists interested in the study of community power and local politics as well as criminologists interested in the study of police. Situating Turkish policing within a global context and combining archival work and oral history narratives with ethnographic research, Yonucu demonstrates how counterinsurgency strategies from the Cold War and decolonial eras continue to inform contemporary urban policing in Istanbul. Shedding light on counterinsurgency's affect-and-emotion-generating divisive techniques and urban dimensions, Yonucu shows how counterinsurgent policing strategies work to intervene in the organization of political dissent in a way that both counters existing alignments among dissident populations and prevents emergent ones. Yonucu suggests that in the places where racialized and dissident populations live, provocations of counterviolence and conflict by state security agents as well as their containment of both cannot be considered disruptions of social order. Instead, they can only be conceptualized as forms of governance and policing designed to manage actual or potential rebellious populations.

In 1998, Indonesia, the third largest country in the world, faced just such a challenge. Policing had long been managed under the jurisdiction of the military, as an instrument of the Suharto regime – and with Suharto abruptly removed from office, this was about to change. Here we see how it changed, and how far these changes were for the better. Based on direct observations by a scholar who was involved in the last days of the New Order and who saw how the police responded to regime change, this book examines the police, the new regime, and how the police was disassociated from the military in Indonesia. Providing a comprehensive historical overview of the position of police in this change of regime, the book focuses on two key areas: the differences between local and national levels, and the politicisation associated with decentralisation. This book presents a study that looks at the problems facing the imperial police forces during the acute political dislocations following decolonization in the British Empire. It examines the role and functions of the colonial police forces during the process of British decolonisation and the transfer of powers in eight colonial territories. The book emphasises that the British adopted a 'colonial' solution to their problems in policing insurgency in Ireland. The book illustrates how the recruitment of Turkish Cypriot policemen to maintain public order against Greek Cypriot insurgents worsened the political situation confronting the British and ultimately compromised the constitutional settlement for the transfer powers. In Cyprus and Malaya, the origins and ethnic backgrounds of serving policemen determined the effectiveness which enabled them to carry out their duties. In 1914, the Royal Irish Constabulary (RIC) of Ireland was the instrument of a government committed to 'Home Rule' or national autonomy for Ireland. As an agency of state coercion and intelligence-gathering, the police were vital to Britain's attempts to hold on to power in India, especially against the Indian National Congress during the agitational movements of the 1920s and 1930s. In April 1926, the Palestine police force was formally established. The shape of a rapidly rising rate of urban crime laid the major challenge confronting the Kenya Police.

This book was inspired by events following the Los Angeles Police Department's brutal treatment of Rodney King, a Black motorist whose beating by LAPD officers was captured from the balcony of a nearby resident, George Holliday, who happened to have a video camera (this, of course, was in the era before digital phones). First aired by a local television station, scenes from that videotape were shown repeatedly on national news outlets for weeks, giving rise to an unprecedented public reaction. "When George Holliday's video surfaced," one Black journalist observed, "it signaled to a lot of citizens just how bad police violence visited upon marginalized communities actually was" (Smith 2015). The officers' subsequent trial and acquittal, and the uprising in Los Angeles that followed, kept the issues of race and policing in the news for many weeks. That tumult was eventually replaced by relative silence on the issue, occasionally punctuated by news coverage of other violent police-citizen encounters, such as the brutal NYPD assault on Haitian immigrant Abner Louima in 1997 and the death of Guinean immigrant Amadou Diallo in 1999, hit with 19 bullets fired by NYPD officers. But as is the case with other policy problems not championed by elites, coverage of police brutality was limited, sporadic, and largely tied to the occasional incident that became a major news story. Then, in the summer of 2014, 18-year-old Michael Brown was shot by a white police officer in Ferguson, Missouri. Though what exactly lead up to Brown's death may have been unclear, the aftermath was captured on a bystander' cell phone video. It showed Brown's body left uncovered and unattended, face-down in the street, while neighbors grew agitated and police seemed to mill casually about. Suddenly, the issue again became national news.
