Book excerpt: This volume focuses on the political economy surrounding the detailed decisions that governments make at each step of the value chain for natural resource management. From the perspective of public interest or good governance, many resource-dependent developing countries pursue apparently short-sighted and sub-optimal policies in relation to the extraction and capture of resource rents, and to spending and savings from their resource endowments. This work contextualizes these micro-level choices and outcomes.

Book excerpt: This book develops the Sustainable Governance Approach and the principles of Community-Based Natural Resource Management (CBNRM). It provides practical examples of successes and failures in implementation, and lessons about the economics and governance of wild resources with global application. CBNRM emerged in the 1980s, encouraging greater local participation to conserve and manage natural and wild resources in the face of increasing encroachment by agricultural and other forms of land use development. This book describes the institutional history of wildlife and the empirical transformation of the wildlife sector on private and communal land, particularly in southern Africa, to develop an alternative paradigm for governing wild resources. With the twin goals of addressing poverty and resource degradation in the world’s extensive agriculturally marginal areas, the author conceptualises this paradigm as the Sustainable Governance Approach, which integrates theories of proprietorship and rights, prices and economics, governance and scale, and adaptive learning. The author then discusses and defines CBNRM, a major subset of this approach. Interweaving theory and practice, he shows that the primary challenges facing CBNRM are the devolution of rights from the centre to marginal communities and the governance of these rights by communities, a challenge which is seldom recognised or addressed. He focuses on this shortcoming, extending and operationalising institutional theory, including Ostrom’s principles of collective action, within the context of cross-scale governance. Based on the author’s extensive experience this book will be key reading for students of natural resource management, sustainable land use, community forestry, conservation, and development. Providing practical but theoretically robust tools for implementing CBNRM it will also appeal to professionals and practitioners working in communities and in conservation and development.

Book excerpt: 'An important and timely book' from the Foreword by Stanley Johnson 'A complete and absorbing history of a decade of intense international politics offers many insights for future negotiators of sustainable solutions' Stephen Bass, International Institute for Environment and Development 'Skillfully navigates the jungle of forest politics, leaving us in no doubt that the verbal commitment to save the world's forests has yet to be translated into action on the ground. The way forward must clearly lie in political commitments and international cooperation if forests are to continue to preserve life on Earth' Francis Sullivan, World Wide Fund for Nature Global deforestation and its attendant processes - including soil degradation, climate change and the loss of biological diversity - emerged as international political issues during the 1980s, prompting politicians to seek consensus on programmes and policies for the conservation and sustainable management of forests. Yet global initiatives have been bedevilled by tensions between the North and South and between governments, industry, local communities and indigenous peoples. Meanwhile, rates of deforestation in the tropics are increasing, and international political efforts are demonstrably failing. Forest Politics carefully traces the evolution of international cooperation on forests, from the inception of the controversial International Tropical Timber Organization and the failed Tropical Forestry Action Programme in the mid-1980s, to the creation of the Intergovernmental Panel on Forests in the mid-1990s. The book also provides a detailed analysis of the negotiating stances of the parties involved in the divisive negotiations that rook place prior to the 1992 'Earth Summit' in Rio de Janeiro and the equally factious negotiations for the International Tropical Timber Agreement of 1994. It provides a fascinating insight into the nature of such processes, illustrating the difficulties that arise when concepts such as 'global commons' come into conflict with national sovereignty. Complete with annexes of important political documents, and making extensive use of primary source material and interviews with participants. Forest Politics presents case studies of all the major forest negotiations over the last 13 years. It is an essential reference point for policy makers, environmental campaigners and students, and required reading for all those who care about the future of the world's forests. David Humphreys is Research Fellow in Global Environmental Change at the Open University. Originally published in 1996

Book excerpt: During the 1960s and 1970s, rapidly growing environmental awareness and concern created unprecedented demand for ecological expertise and novel challenges for ecological advocacy groups such as the International Union for Conservation of Nature and Natural Resources (IUCN). This book reveals how, despite their vast scientific knowledge and their attempts to incorporate socially relevant themes, IUCN experts inevitably struggled to make global schemes for nature conservation a central concern for UNESCO, UNEP and other intergovernmental organizations.

They include ensuring that resource utilisation benefits most Indonesians; optimising the rate of exploitation of mineral reserves, bearing in mind the interests of future generations; and achieving sustainable forest and maritime exploitation. Recent rapid political change under reformasi and decentralisation may seem to have provided opportunities for a long-term development path that embraces both resource sustainability and equity issues. However, they have also generated an environment of political uncertainty, weak law enforcement, increased insecurity of property rights and local conflicts. This situation, together with the post-crisis imperative of restoring socio-economic progress, has created a pressing need to address the challenges of proper utilisation and management of natural resources. This book examines these and related issues from a political, socio-economic, and environmental standpoint. 1st Reprint 2006

Book excerpt: This paper presents a critical survey of the literature on the "resource curse", focusing on three main questions: (i) are natural resources bad for development?; (ii) what causes the resource curse?; and, (iii) how can the resource curse be overcome? In respect of these questions, three observations are made. First, while the literature provides considerable evidence that natural resource abundance is associated with various negative development outcomes, this evidence is by no means conclusive. Second, existing explanations for the resource curse do not adequately account for the role of social forces or external political and economic environments in shaping development outcomes in resource abundant countries, nor for the fact that, while most resource abundant countries have performed poorly in developmental terms, a few have done quite well. Finally, recommendations for overcoming the resource curse have not generally taken into account the issue of political feasibility.
