Puerto Rico Political Status Act: Hearing Before the Subcommittee on Native American and Insular Affairs of the Committee on Resources, House of Representatives After Congress passes the Implementation Act, the third vote is held in Puerto Rico. If the Implementation Act is not approved, Puerto Rico remains under the United States sovereignty. However, if the Act is approved, Puerto Rico arrives at the end of the path and attains full, permanent, full self government, either through separate sovereignty of independence, or free association, or through the United States Sovereignty and Statehood. During this century, the number of years it has taken for areas under United States control to achieve full self government has varied greatly. And I want to stress that. If you look at that, this century has taken a lot of different time for different areas. Cuba became independent in three years, and Oklahoma became a State after 104 years. Under the timeframes set forth in the legislation for the develop ment of full self government, including a 10-year transition, Puerto Rico can reach full self government in the year 2010, or after 113 years of United States government control. The longest time for any territory. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Whether at this moment I am trans gressing upon the sacred rights of my dear' friend and exalted Porto Rican, the Hon. Felix Cordova Davila, our official representative in Congress, to answer as he may choose these preposterous and unjustifiable insin uations; but if I may speak'on this auspicious occasion, not as a counsel might for a basely slandered client, but as one of the directly injured parties, as a Porto Rican, as a loyal American, let me say that our loyalty, the loyalty of the Porto Rican people, is not measured by their aspirations as to the ultimate form that shall assume their relations with the United States, but by their sense of honor. We owe loyalty to this great na tion as American citizens, and as American citizens, you may rest assured that we shall be loyal, and that to be such, as well in this occasion as in any other, no other consideration is necessary than our honor. Available in PDF, EPUB and Kindle. Book excerpt: In this groundbreaking study of American imperialism, leading legal scholars address the problem of the U.S. territories. Foreign in a Domestic Sense will redefine the boundaries of constitutional scholarship. More than four million U.S. citizens currently live in five “unincorporated” U.S. territories. The inhabitants of these vestiges of an American empire are denied full representation in Congress and cannot vote in presidential elections. Focusing on Puerto Rico, the largest and most populous of the territories, Foreign in a Domestic Sense sheds much-needed light on the United States’ unfinished colonial experiment and its legacy of racially rooted imperialism, while insisting on the centrality of these “marginal” regions in any serious treatment of American constitutional history. For one hundred years, Puerto Ricans have struggled to define their place in a nation that neither wants them nor wants to let them go. They are caught in a debate too politicized to yield meaningful answers. Meanwhile, doubts concerning the constitutionality of keeping colonies have languished on the margins of mainstream scholarship, overlooked by scholars outside the island and ignored by the nation at large. This book does more than simply fill a glaring omission in the study of race, cultural identity, and the Constitution; it also makes a crucial contribution to the study of American federalism, serves as a foundation for substantive debate on Puerto Rico’s status, and meets an urgent need for dialogue on territorial status between the mainlandd and the territories. Oquendo, Juan Perea, Efrén Rivera Ramos, Rogers M. Smith, E. Robert Statham Jr., Brook Thomas, Richard Thornburgh, Juan R. Torruella, José Trías Monge, Mark Tushnet, Mark Weiner

Book excerpt: Excerpt from Child of the Sea: The Chronicle of Porto Rico There were in the whole Island unusual problems to be encountered in the first years of upheaval of certain customs and of disturbance of public opinion which attended the change of government from the Spanish to the American - every day_ problems, involving the foreigner as well as the native, and touching more than the money standard and party nomenclature -even the very thought and language of the people. And the more isolated parts were slower to conform to these changes than were the coast cities, which from the first were in close contact with the Army of Occupation, and later on with the hurried influx of Americans bent upon all manner of enterprise. Therefore, selections from the letters and journals written dur ing the twelve years of the writer's association with the work of the mission (1899-1911) include only such extracts con cerning life in the cities as seem necessary to the continuity of the narrative. Book excerpt: Excerpt from Cuba and Porto Rico: With the Other Islands, of the West Indies, Their Topography, Climate, Flora, Products, Industries, Cities, People, Political Conditions, Etc N appreciative public having called for a second edition of this book, the author has corrected the few mis prints which appeared in the earlier edition, and has added some words concerning Porto Rico and Cuba, which he has revisited since those islands have come under Ameri can military occupation. Little or no change has been made in the description of Cuba, for the Simple reason that the political conditions are still too unsettled in that island to justify any permanent statement at present. The de scription of Porto Rico has been amplified and largely rewritten. Several appendices have been added, giving information of present and permanent interest; and a number of new pictures have been placed in the text. Book excerpt: Excerpt from The Relations Between the United States and Porto Rico: Juridical Aspects Downes v. Bidwell.80 This is really the most important judgment in all the Insular Cases so far as a determination of the present status of Porto Rico is concerned. It is interesting because in it the now famous doctrine of non-incorporation is developed. It will be well, however, to state at the outset that in this case there was no majority opinion of the court and that the decision was reached merely by the concurrence of a majority of the judges in what is styled in the sylla bus of the case as the conclusion and judgment of the court.
