Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Founders of Political Economy This little book is a result of studies which I have pursued since 1910, chiefly in the British Museum. The work was interrupted by the war, and I was only able to bring it to an end after the conclusion of peace. Unfortunately I was prevented from resuming after the war my investigations in London, so that as far as the beginnings of political economy in the sixteenth and seventeenth centuries are concerned I could not go as deeply as I should have liked into the matter. I was obliged to base the first chapter of this book in the. First instance on reprints of early economic tracts which were obtainable in Warsaw. I have no intention of giving in the following pages a complete list of all theories which have been formulated since antiquity. My aim is a more modest - or perhaps a more ambitious - one. I have been endeavouring to find among the doctrines advanced more than one hundred years ago such theories as still to-day can help us to understand economic phenomena. Such - critical, and at the same time constructive - is the scope of this book. I have tried to separate the chaff from the corn and to put in evidence theories on which modern economic science can build. Book excerpt: Excerpt from The War and Its Lessons The American struggle for Nationality, which commenced with the downfall of Fort Sumter, marks an era in the history of civilization, as critical as any the world has ever witnessed. Those who are agitated by the actual contacts and immediate perils of civil war have scarce had opportunity to measure the immensity of interests involved; but those who are calmly examining the worlds Present by the worlds Past, and by all the principles and illustrations which facts, reason and experience may furnish, are solemnly and weightily impressed with the conviction that we are engaged in transactions which, for weal or wo, are to tell immensely on all that relates to morals, liberty, government and law. The epoch is one for which we need to arouse all the energies of the body, the intellect and the soul, that as true men of a trying age, we may be equal to the emergencies, which in the course of events, have fallen on our times. The part already enacted, has been upon no ordinary scale. At the very commencement of the conflict ominous clouds hovered over our political horizon. Wise men quaked because of fear, and strong men strung their nerves to a higher key, feeling that we were on the verge of a conflict which involved the interests of themselves, their country, their posterity, and all that related to the welfare of civil and religious liberty all over the broad earth. Traitors, with stealthy hand, had been loosing the cords and unbraiding the strands of our strength until it almost seemed as if the grand cable of American power had dwindled to a thread. But slender as it appeared, the central, close-woven braid of republican Nationality was not yet sundered. Book excerpt: There are two ways of looking at the war: one as a journalist, the other as a theologian. The journalist tells you what happens; the theologian not only why it happens, but also what matters. If we look at this war through the eyes of a journalist or a commentator, it will he only a succession of events without any remote causes in the past, or any great purpose in the future. But if we look at the war through the eyes of God, then the war is not meaningless, though we may not presently understand its details. It may very well be a purposeful purging of the world’s evil that the world may have a rebirth of freedom under His Holy Law, for: Every human path leads on to God, He holds a myriad finer threads than gold, And strong as holy wishes, drawing us With delicate tension upward to Himself. Our approach is from the divine point of view, first of all, because it is the only explanation which fits the facts; secondly because the American people who have been confused by catchwords and slogans are seeking an inspiration for a total surrender of their great potentialities for sacrifice, both for God and country. The great mass of the American people are frankly dissatisfied with the ephemeral and superficial commentaries on what is happening. Being endowed with intelligence, they want to know why it is happening. We all know what we are fighting against; we want to know what we are fighting for. We all know that we are in a war; we want to know what we must do to make a lasting peace. We know whom we hate; but we want to know what we ought to love. We know we are fighting against a barbarism that is intrinsically wicked; we want to know what we have to do to make the resurrection of that wickedness impossible.

Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Currency and Finance in Time of War: A Lecture I. The obligation attached to the Chair of Political Economy, to 'deliver from time to time a public lecture, ' seems onerous to the present occupant of the chair. To one who has principally been employed in cultivating the more abstract portions of the science it is not easy to gather from that field fruits ready for consumption by those who are generally more interested about results than methods. The difficulty is increased in time of war, partly because more is then expected of the economist. In quiet times the Art of Political Economy consists largely in abnegating art; playing the role of the wise physician who when consulted by one who has nothing much the matter with him has the courage to advise doing nothing. But in the fever of war time the easy course of laisser faire is evidently inadmissible. In one respect, indeed, theory shows to advantage in times of disturbance. It is prepared for occurrences which appear paradoxical to the practical man. For example, theorists had contemplated the possibility that, if gold were extruded by the abundance of paper-money in different countries, gold might fall below the level of notes in some countries; as is now the case in Sweden. Book excerpt: Excerpt from The Economic Causes of War A striking fact now presents itself The workers, thus forced to associate in the labor of production, did not necessarily belong to one and the same political and social group; on the contrary, the very composition of primitive so cieties compellal men, originally belonging to difierent tribes, to unite for the purpose of a common production. This peculiar circumstance was due to two fundamental institutions of primitive humanity, the matmarchate and exogamy, the former of which made the woman the nucleus Of the family as well as its governor, while the second compelled her to take her mate from without her own tribe. It therefore fol lows that the family group, within which the association Of labor first arose, was composed, on the one hand, of a number Of women belonging to the same tribe, or to the same matriarchal nucleus, and, on the other, of a number of men their husbands - who were members originally. Book excerpt: Excerpt from The Economy and Finance of the War: Being a Discussion of the Real Costs of the War and the Way in Which They Should Be Met The greater part of this little book is constructed from material used in two public lectures delivered in Cambridge under the titles The Economic Costs of the War and The Distribution Of the Costs of the War. Some of the topics treated in it are also discussed in articles which I contributed to the Contemporary Review for December 1915 and April 1916; and a few passages from these articles are, with the kind permission of the Editor, reproduced verbatim. TO obviate misunderstanding, it may be well to say that, while the general lines of analysis here set out would probably be accepted by most competent economists, I should not venture to claim an equal measure of assent for all the practical recommendations. Book excerpt: Excerpt from Economic Germany: German Industry Considered as a Factor Making for War How are we to explain this paradox? And first let us get rid of a possible misunderstand ing. Certain thinkers tell us It is not true that economic causes played a prepon'derant part 111 the explosion of last, July. Germany was not threatened by over-population, she had no urgent need of colonies. But the truth is that what counts in the history of humanity is not the actual facts, but the'form in which men picture them to their minds. Political economy and history are in their essence psychological sciences. What we are concerned toknow is not whether Germany was actually suffocating Germany thought she was suffocating, she yielded - to use the very words of one of those who contradict us - to the haunting fear of aggressive encirclement, which she felt bound to shatter at all costs. It is this pathological phenomenon of collective psychology which we must attempt to explain. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
