We consider different types of workers, such as unemployed, employed but specific, and employed but adaptive. We also consider labor unions, firms, and government as different players and predict the outcome of a given proposal involving weaker regulations in the labor sector under different economic contexts: the level of inflation, the degree of openness of the economy, the initial level of unemployment, etc. We conclude that reforms of the kind considered here will always be opposed by the labor unions and that they will be able to block the new legislation as long as unemployed, currently employed, and adaptive workers do not fully perceive the benefits of the new legislation and as long as some type of insurance is given to currently employed workers.

Book excerpt: Economic developments in Argentina over the last half-century present a puzzle to observers: Before World War II, the nation's per capita income and standard of living were comparable to those in countries like Canada and Australia; today, Argentina is submerged in deep economic, social, and political crises. In analyzing the events that led to this reversal, the author enhances our understanding of the phenomenon of arrested economic development in Argentina and similar developing countries. Dr. Peralta-Ramos approaches the problem with a dialectical interpretation of contemporary Argentinian history, examining crucial economic and political developments since 1930 from the standpoint of class interests in conflict. She discusses early government strategies for industrialization and their consequences for economic growth and institutional stability, maintaining that state policies generated a struggle for the appropriation of income and, ultimately, for control of the state, not only between the middle classes and the urban working class but also between the agrarian and industrial sectors of the bourgeoisie. The ensuing political instability led to further fluctuations in economic policy, to an erosion of institutional legitimacy, and, eventually, to state terrorism. Ongoing political crisis, war, and military rule, as well as soaring speculation and dwindling capital, hastened the downward spiral of the Argentinian economy. Dr. Peralta-Ramos offers in this book an innovative theoretical approach for examining how power relations can inhibit economic development and produce a fragile institutional system that threatens democracy.

Book excerpt: In the 1990s, Argentina became known as a paradigm of neo-liberal policies. President Carlos Menem was lauded for his ideological zeal in implementing radical economic reforms. Yet, how much of his behavior was motivated by ideology? How much of it was spurred by political necessity? We argue that President Menem was a political entrepreneur who used the Convertibility Plan for expedient purposes to mobilize untapped social forces. We argue that the old division of the tradable sector, mainly comprised of agricultural exporters, against the non-tradable sector, mainly consisting of import-substitution industries and organized labor unions, was broken by the negative effects of protracted economic instability and hyperinflation. The rapid stabilization of the Argentine economy through the Convertibility Plan allowed the formation of a new coalition that broke the grip of groups that traditionally dominated Argentine politics. The coalition pushed through important political and economic reforms. Unfortunately, the new political power was not used to consolidate the reforms and allow the Argentine economy to enter into a sustainable path of development and growth. Specifically, the government did not push through the labor reforms needed to ensure the sustainability of the Convertibility Plan. Instead, the government focused its resources into amending the constitution and securing a second presidential term.

Book excerpt: As the dust settles on nearly three decades of economic reform in Latin America, one of the most fundamental economic policy areas has changed far less than expected: labor regulation. To date, Latin America's labor laws remain both rigidly protective and remarkably diverse. Continuity Despite Change develops a new theoretical framework for understanding labor laws and their change through time, beginning by conceptualizing labor laws as comprehensive systems or "regimes." In this context, Matthew Carnes demonstrates that the reform measures introduced in the 1980s and 1990s have only marginally modified the labor laws from decades earlier. To explain this continuity, he argues that labor law development is constrained by long-term economic conditions and labor market institutions. He points specifically to two key factors—the distribution of worker skill levels and the organizational capacity of workers. Carnes presents cross-national statistical evidence from the eighteen major Latin American economies to show that the theory holds for the decades from the 1980s to the 2000s, a period in which many countries grappled with proposed changes to their labor laws. He then offers theoretically grounded narratives to explain the different labor law configurations and reform paths of Chile, Peru, and Argentina. His findings push for a rethinking of the impact of globalization on labor regulation, as economic and political institutions governing labor have proven to be more resilient than earlier studies have suggested.

Book excerpt: In this the third of a series of studies of the history of organized labor in Latin America and the Caribean, Alexander explores the history of the Argentine labor movement from the mid-19th century onward. Throughout most of the 20th century, Argentina had one of the largest, strongest, and most militant organized labor movements in the Western Hemisphere. While the roots of the labor movement can be traced to colonial times and the craft guilds of that era, European immigrants, particularly from Italy and Spain, who were political refugees from the unrest of the mid-19th century were key to the development of the Argentine labor movement. During much of the late 19th century, the labor movement was predominantly under anarchist influence, although during and after World War I, syndicalists, Socialists, and Communists emerged as the predominant political influences in the trade union movement. The military coup d'etat of 1943 drastically altered the nature and size of Argentina's organized labor as Juan Peron sought to utilize labor as a principal support—along with the armed forces—for the regime. During the nearly 18 years following the overthrow of Peron in 1955, the organized workers remained loyal to the fallen dictator. Peron returned to power in 1973 with the overwhelming support of the Argentine working class. After his death, the Peronista regime was again overthrown early in 1976 and a brutal seven-year military dictatorship sought to undermine organized labor. By and large successive governments have followed a similar strategy. The privatization of much of the state-owned sector of the economy and opening up Argentina's economy to foreign competition have greatly weakened the country's labor movement. Utilizing his personal contacts as well as extensive written materials, Alexander has produced a study that will be of great use to scholars, students, and researchers involved with the history and current state of labor in Argentina and the Latin American world in general.

Book excerpt: In recent decades, Latin American countries have sought to modernize their labor market institutions to remain competitive in the face of increasing globalization. This book evaluates the impact of such neoliberal reforms on labor movements and workers’ rights in the region through comparative analyses of labor politics in Chile, Mexico, Argentina, Brazil, and Venezuela. Using these five key cases, the authors assess the capacity of workers and working-class organizations to advance their demands and bring about a more just distribution of economic gains in an era in which capital has reasserted its power on a global scale. In particular, their findings challenge the purported benefits of labor market flexibility—the freedom of employers to adjust their workforces as needed—which has been touted as a way to reduce income inequality and unemployment. In-depth case studies show how flexibilization as well as privatization, trade liberalization, and economic deregulation have undermined organized labor in all of these countries, leading to the current internal fragmentation of unions and their inability to promote counterreforms or increase collective bargaining. This assessment concludes that even with substantial variation among countries in how reforms have been implemented, most workers in the region have experienced increasing precarity, informal employment, and weaker labor movements. This book provides vital insights into whether these movements have the potential to regain influence and represent working people’s interests effectively in the future.
