In The Political Economy of Transitions to Peace, Galia Press-Barnathan focuses on the importance of economics in initiating and sustaining peaceful relations after conflict. Press-Barnathan provides in-depth case studies of several key relationships in the post-World War II era: Israel and Egypt; Israel and Jordan; Japan, the Philippines, and Indonesia; Japan and South Korea; Germany and France; and Germany and Poland. She creates an analytical framework through which to view each of these cases based on three factors: the domestic balance between winners and losers from transition to peace; the economic disparity between former enemies; and the impact of third parties on stimulating new cooperative economic initiatives. Book excerpt: The introduction of new high-yielding varieties of cereals in the 1960s, know as the green revolution, changed dramatically the food supply in Asia as well as in other countries. Mundlak, Larson, and Butzer examine over an extended period the growth consequences for agriculture in Indonesia, the Philippines, and Thailand. Despite geographic proximity, similar climate, and other shared characteristics, gains in productivity and income differed significantly among the countries. The authors quantify these differences and examine their determinants. Mundlak, Larson, and Butzer find that the new technology changed the returns to fertilizers, irrigated land, and capital, all of which proved scarce to varying degrees. Complementing technology-related changes in factor use were investments--public and private--driven in part by policy. The authors find that factor accumulation played an important role in output growth and that accumulations from policy-driven investments in human capital and public infrastructure were important sources of productivity gains. They conclude that policies that ease constraints on factor markets and promote public investment in people and infrastructure provide the best opportunities for agricultural growth. This paper--a product of Rural Development, Development Research Group--is part of a larger effort in the group to understand appropriate policies that promote rural development. Stephan Haggard and Robert Kaufman trace the historical origins of social policy in these regions to crucial political changes in the mid-twentieth century, and show how the legacies of these early choices are influencing welfare reform following democratization and globalization. After World War II, communist regimes in Eastern Europe adopted wide-ranging socialist entitlements while conservative dictatorships in East Asia sharply limited social security but invested in education. In Latin America, where welfare systems were instituted earlier, unequal social-security systems favored formal sector workers and the middle class. Haggard and Kaufman compare the different welfare paths of the countries in these regions following democratization and the move toward more open economies. Although these transformations generated pressure to reform existing welfare systems, economic performance and welfare legacies exerted a more profound influence. The authors show how exclusionary welfare systems and economic crisis in Latin America created incentives to adopt liberal social-policy reforms, while social entitlements from the communist era limited the scope of liberal reforms in the new democracies of Eastern Europe. In East Asia, high growth and permissive fiscal conditions provided opportunities to broaden social entitlements in the new democracies. This book highlights the importance of placing the contemporary effects of democratization and globalization into a broader historical context.

Banharn’s constituents are aware that Suphanburi was long considered a "backward" province by other Thais—notably the Bangkok elite. Suphanburians hold the neglectful central government responsible for their province’s former sorry condition and humiliating reputation. Banharn has successfully identified himself as the antithesis to the inefficient central state by promoting rapid "development" and advertising his own role in that development through well-publicized donations, public ceremonies, and visits to the sites of new buildings and highways. Much standard literature on rural politics and society in Thailand and other democratizing countries in Southeast Asia would categorize this politician as a typical "strongman," the boss of a semiviolent patronage network that squeezes votes out of the people. That standard analysis would utterly fail to recognize and understand the grassroots realities of Suphanburi that Nishizaki has captured in his study. This compassionate, well-grounded analysis challenges simplistic perceptions of rural Thai voters and raises vital questions about contemporary democracy in Thailand.
