Book excerpt: Natural resource extraction has fueled protest movements in Latin America and existing research has drawn considerable scholarly attention to the politics of antimarket contention at the national level, particularly in Ecuador, Bolivia, and Argentina. Despite its residents reporting the third-highest level of protest participation in the region, Peru has been largely ignored in these discussions. In this groundbreaking study, Moises Arce exposes a long-standing climate of popular contention in Peru. Looking beneath the surface to the subnational, regional, and local level as inception points, he rigorously dissects the political conditions that set the stage for protest. Focusing on natural resource extraction and its key role in the political economy of Peru and other developing countries, Arce reveals a wide disparity in the incidence, forms, and consequences of collective action. Through empirical analysis of protest events over thirty-one years, extensive personal interviews with policymakers and societal actors, and individual case studies of major protest episodes, Arce follows the ebb and flow of Peruvian protests over time and space to show the territorial unevenness of democracy, resource extraction, and antimarket contentions. Employing political process theory, Arce builds an interactive framework that views the moderating role of democracy, the quality of institutional representation as embodied in political parties, and most critically, the level of political party competition as determinants in the variation of protest and subsequent government response. Overall, he finds that both the fluidity and fragmentation of political parties at the subnational level impair the mechanisms of accountability and responsiveness often attributed to party competition.Thus, as political fragmentation increases, political opportunities expand, and contention rises. These dynamics in turn shape the long-term development of the state. Resource Extraction and Protest in Peru will inform students and scholars of globalization, market transitions, political science, contentious politics and Latin America generally, as a comparative analysis relating natural resource extraction to democratic processes both regionally and internationally.

Book excerpt: "Demographic and migration characteristics of riberenos , the largest population group in the Amazon Basin, have been neglected by scholars until recently. This thesis explores the determinants and consequences of migration in the Pacaya-Samina National Reserve (PSNR), northeastern Peruvian Amazon. Our findings suggest that migration reduces the rate of population growth and alters household composition. Logit and probit models show that migration in the area is determined by individual characteristics (i.e., education level of migrants and sibling structure), household factors (i.e., family age-sex composition, kingroup size, age of male head of household, education level of male and female heads of household, illness experience, initial extraction skills, initial non-land assets, and livelihood activity reliance), and community features (land endowments and the presence of a secondary school). Multiple regressions (OLS) further reveal that the household age-sex composition and migration characteristics influence resource use. Migration features seem to be more positively associated with agricultural production and resource extraction, and negatively related with fish production. This research improves our understanding of traditional people in the PSNR area." --

Book excerpt: Two of the world's most pressing needs--biodiversity conservation and agricultural development in the Third World--are addressed in Karl S. Zimmerer's multidisciplinary investigation in geography. Zimmerer challenges current opinion by showing that the world-renowned diversity of crops grown in the Andes may not be as hopelessly endangered as is widely believed. He uses the lengthy history of small-scale farming by Indians in Peru, including contemporary practices and attitudes, to shed light on prospects for the future. During prolonged fieldwork among Peru's Quechua peasants and villagers in the mountains near Cuzco, Zimmerer found convincing evidence that much of the region's biodiversity is being skillfully conserved on a de facto basis, as has been true during centuries of tumultuous agrarian transitions. Diversity occurs unevenly, however, because of the inability of poorer Quechua farmers to plant the same variety as their well-off neighbors and because land use pressures differ in different locations. Social, political, and economic upheavals have accentuated the unevenness, and Zimmerer's geographical findings are all the more important as a result. Diversity is indeed at serious risk, but not necessarily for the same reasons that have been cited by others. The originality of this study is in its correlation of ecological conservation, ethnic expression, and economic development.

Book excerpt: Using a framework that highlights how societal and international factors have shaped state capacities, Philip Mauceri examines the volatile politics in Peru from the Velasco through the Fujimori regimes as the country has moved from a “developmentalist” state to neoliberalism.Dr. Mauceri begins by reassessing the reformist experiment of the Peruvian military regime (1968–1980), arguing that it led to the development of unexpected challenges to state authority, both from new social actors and international financial organizations. During the 1980s, these challenges intensified, made even worse by poor planning and limited policy choices. The author then argues that the attempt by the Fujimori regime, backed by a neoliberal coalition, to “retool” the state indicates the degree to which state capacities are determined by social and international conditions. Mauceri also gives special attention to the relation between changing state power and social control. Separate chapters on the evolution of a Lima shantytown and the Shining Path examine how changes in state-society relations have had impacts at the grassroots level.
