Book excerpt: Excerpt from The Political Destiny of Canada I have reason to believe that some persons would like to have the Essay on the Political Destiny of Canada, which forms the principal part of this volume, and which is reprinted from the Fortnightly Review, in a more convenient form than a back number of the periodical in which it appeared. I take the opportunity of replying to some criticisms of Sir Francis Hincks. Sir Francis allows me to insert his paper, so that, if there is any poison in my Opinions, the antidote will be found beside the bane. Book excerpt: Excerpt from The Political Destiny of Canada: Being Determined by Its Financial Policy A few months ago it required boldness on any man's part to utter the word annexation, unless he at once denounced the unpatriotic expression. Professor Goldwin Smith discoursed on the matter, dealing mainly in theories, and drawing deductions. Sir Francis Hincks' and lesser men could only meet him with one assertion: The sentiment of the Canadian people is against it. Unquestionably they were right; but recent events have shewn that the senti ment of attachment to Great Britain was not so deep and strong as many had supposed. The money question coming on, we made it evident that we were not prepared to pay a heavy price for British connection. From that it is only fair to reason that if any other alliances could be made to appear more profit able, we should be prepared to consider them. At any rate it appears to me that our past and present mode of financing can have but one result, which will appear when I have laid my facts and figures before the public. For any Opinions expressed, the writer is alone responsible - the spectator is not committed in any way. I will begin with Canadian finances. Eight men of every ten in the United States, who have thought upon the subject, have reached the con elusion that Canada ought to belong to that country. This decision has not been reached by an elaborate process of reasoning, nor by a mature consideration of the consequences of such an event. The general belief that the United States comprises nearly all that is worth having on the continent makes it easy for the average American to jump to the conclusion that what remains ought to be included within the Union. \vith out realizing the magnitude of the country to the north, or making any estimate of its possibilities, the general conclusion is that its addition to the United States would not disturb or imperil the existing system. A more careful study of the matter might lead to a different conclusion but, in view of the feeling which now prevails, the eventual acquisition of Canada as a National policy would be approved by an immense majority. Book excerpt: Excerpt from Canada as a Political Entity Words should mean something; the object of their use is to convey an impression. What political idea is conjured up by the word colony - that of a self - reliant, practically independent country, or of a subservient possession? Un doubtedly it is the'latter impression that is meant to be conveyed and that actually is conveyed. The idea expressed by colony is altogether incompatible with the position of Canada. As applied to Canada, the term colony is merely a reminiscent misnomer. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Evolution of the Dominion of Canada: Its Government and Its Politics Certainly in one respect parliamentary government is most impressive, and that is in its capacity promptly to determine the popular will upon a vital issue. An American presidential election seldom ej'ects this. The issue may have already passed into the background before the vote can be taken, and the large number of controversies pressed upon the American elec torate at the end of each four years confuse the main issue and render the decision so doubtful that it is rarely found binding upon the administration elected to power. Book excerpt: Excerpt from The Future of Canada Though the most important and far-reaching question that can possibly engage the attention of the Canadian people, it is only very recently that any large number of Canadians have begun to manifest any real interest in it. The present is fairly comfortable, a11d the tendency among masses is to be indifferent to all matters which do not actually press themselves upon their notice by some palpable inconvenience. Yet it seems beyond all doubt that Canadians will, sooner or later, realize that the problem must be seriously faced. Differences of opinion may and must continue to exist as to the wisest and best solution. but all thoughtful persons must agree that colonists we cannot always remain, and many will recognize that it is not honorable nor desirable that colonists we should much longer remain. While the time has past for being indif 1 ercnt, the time has not yet come for dogmatizing. A great many things have to be carefully, indeed anxiously, weighed. Book excerpt: Excerpt from Canada and the Empire OF the many interesting political and economic questions which have come to the front in the Opening years Of the twentieth century, one of the most fascinating is the future of Canada. It has captured the imagination Of mankind and aroused world-wide attention. It is not only of command ing interest in itself, but there is involved in it a much larger and more important question - the future of the British Empire. In the present eventful generation the whole range Of the civilised world has been undergoing profound changes, some caused by wars, some by peaceful revolu tions, but most of them by new developments of commerce and industry. NO nation or country has altogether escaped, and where on the surface they make the smallest Show they may underneath be the most active and disintegrating. A2 T he British E mpire in Transition. Great Britain, the head and heart of a mighty Empire once so stable and firm-rooted, is now plunging deeper and deeper in a vortex of new and strange movements. It is undergoing the most revolutionary changes in its long and eventful history - changes all the more dangerous for being little understood. They are least Of all understood by those who must bear the risk of them. Our Constitutional crises, our naval scares, and our electioneering contests are but the outward symptoms of profound organic unrest. The whole basis and groundwork Of the Empire are under going a Silent transformation. Its centre Of gravity is shifting and may not remain much longer within these Islands. Already London is in a much smaller degree the capital of the British Empire than it was in the infancy Of the colonies.
