Book excerpt: Debate surrounding the employability of graduates has been around for many decades, and interest in this area has grown particularly since the start of this century. Tackling this relevant area of scholarship, this book uses an innovative approach to analyse the relationship between the university and the labour market from different perspectives, taking into account both sociological and economic theories. Key areas explored include work transition, graduate employability, and the effects of public interventions/initiatives which are aimed at matching the competences of graduates to labour market needs. The chapters summarise several years of author original research, including study on the employability of graduates in Poland more specifically, and the effects of their public interventions to increase graduate employment and facilitate entry into the workforce (e.g. Commissioned Fields of Study, Competences Development Programme). More generally, university – labour market relations are analysed from three perspectives: micro (understood as individual characteristics shaping educational and occupational choices and decisions), and meso and macro (e.g. features of the education system and such as the strength of the signal sent by HE diplomas; the macroeconomic situation and the condition of the labour market and the state of debate on general and employability competences and its implications). The conclusions made are pertinent given ongoing debates around graduate mismatch in the labour market, as well as the questioning of tuition fees and the role of the university in society more broadly. In this century almost all countries have gone through periods of economic transition; but which period of economic history can claim to embody the notion or to represent the era of "the" transition? Definitely, no country or group of countries has experienced anything comparable to the economic upheavals that the fall of communism has brought about in a large portion of the world in just three years (1989 to 1991). No other "transition" to date has prompted more interest and more studies among economists, academics and policy-makers than has the transformation of centrally planned economies into market-based systems. It is this transformation that has come to define "the" transition. Early in the transformation process (in November 1990), with the support of the Centre for Co-operation with the Economies in Transition (CCET), I launched a conference to examine the challenges faced by these countries. About six years have gone by and a new economic landscape has emerged in that part of the world. The difficulties in transforming these economies have exceeded all expectations, and economic performances have varied considerably across countries. The time has come, therefore, to make a first evaluation of progress and problems, with a view to extracting useful policy lessons to guide policy-makers in successfully completing the transition in the near future.

The declared aims of these programmes are to increase the re-employment chances of the unemployed. This book investigates which active labour market programmes in Poland are value for money and which are not. To this end, modern statistical methods are applied to both macro- and microeconomic data. It is shown that training programmes increase, whereas job subsidies and public works decrease the re-employment opportunities of the unemployed. In general, all active labour market policy effects are larger in absolute size for men than for women. By surveying previous studies in the field and outlining the major statistical approaches that are employed in the evaluation literature, the book can be of help to any student interested in programme evaluation irrespective of the paticular programme or country concerned.
