Available in PDF, EPUB and Kindle. Book excerpt: First published in 1998, this book analytically examines the social and professional origins of one of the most powerful groups in society, the Chief Constables of the police forces of England and Wales. By examining the selection policies of police authorities during the past century and a half, it provides an explanation of the contrast that is found between the picture of yesterday’s Chief Constable as an ex-military, tweed suit wearing, friend of the local aristocracy and the technocratic managerial image of Chief Constables today. Drawing upon analysis of the careers of fall Chief Constables known to have held office between 1835 and 1995, and supplemented by contemporary and recent literature, this book illustrates the subtle interaction that was found between politics and policing at both local and national levels. At the centre of these findings is the observation that whilst they were once part of their respective local power elites, Chief Constables are now an elite group in their own right with direct links with central government.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1998, this handbook describes the statutes and cases that defined the governance, control and authority of the provincial police forces in England and Wales at the time. For many years the complexity and range of these legal authorities had caused misunderstandings and doubt when differing aspects of police activities had been questioned. To clarify the law a major step was taken in the enactment of the Police Act 1996. The consolidating Act brought together most of the existing statutory provisions regarding the governance of police forces. However, since about 1980, a number of other factors relevant to the powers and control of the police had emerged, most notably: Increased civil litigation had led to a number of cases defining the civil liability of the police; Increased use of judicial review procedures with consequent case decisions defining police powers in particular circumstances; Greater centralisation in police policies together with the Home Secretary’s control of finance and other matters; Increased police use of sophisticated technology for record keeping and surveillance purposes; The involvement of the security service in an anti-criminal role. The book (which includes illustrative charts) covers many complex legal issues. It has been written in a plain non-legalistic style. It is understandable to non-lawyers. However, for the benefit of practitioners, all statutory and case references are provided so that original materials can be consulted by those needing further information.

Book excerpt: This book examines the changing police landscape over the past 25 years to establish how Police Leadership has evolved to meet this challenge. Through interviews with 35 Chief Police Officers in the UK, the author explores a range of policing issues such as crime investigation, terrorism, police governance, austerity issues, the role of the IPCC and public order provision. The book also highlights views on key topics such as armed policing, globalisation of crime and the structure of forces. Building on the seminal text Chief Constables: Bobbies, Bosses or Bureaucrats by Robert Reiner, which is this year celebrating its 25th anniversary, this book brings research on policing up to date with the modern world. An engaging and well-researched project, this book will be of great interest to scholars of criminal justice, policing and security studies.

Each key reform programme is explored in the social, political, and intellectual context of its time, how the necessary legislation was passed, how each programme was implemented, and what its legacy has been. This is the first study that concentrates on the key reforms that shaped the modern police service, their enduring legacies, and their underlying flaws. It is an essential read for police historians, criminologists, police academics, policy makers, and everyone interested in police history.

The reforms detailed have three broad objectives: i) the creation of dedicated neighbourhood policing teams across the country, including police constables, community support officers (CSOs) and wardens, designed to make the service more accessible, accountable and visible in the community; ii) further modernisation of the police workforce with more capacity for front-line policing, including 25,000 new community support officers and wardens by 2008, a new improvement agency to ensure policing is driven by intelligence, good practice and performance monitoring, and an enhanced training and career development structure to improve leadership and management skills at all levels; and iii) greater citizen involvement in determining how their local communities are policed, including minimum national service standards for every force by 2006, that can be built on locally. These reforms are designed to embed a strong, responsive customer service culture throughout the police service, and to help build trust and confidence in relations between the police and the public.
