This book affirms that the question of 'making better places for people' should be understood in a broader sense, as a symptom of the non-contingent limitations of the urban and spatial disciplines. It maintains that research should not be oriented only towards new technical or merely formal solutions but rather towards the profound rethinking of disciplinary paradigms. In the fields of urban planning, urban design and policy-making, the challenge of place-making provides scholars and practitioners a great opportunity for a much-needed critical review. From the start, we counted on the help of specialists in other fields to pursue their interests. Of the persons who agreed to participate, all but two came from the United States, and their analyses, in the main, reflect the experience of Western countries and the United States. In our formal instructions to our collaborators, we took fi>r granted that a variety of images of the city could be found or inferred in their fields of expertise. We asked them to identify these images and their functions, to explain how and why they have changed over time, and to relate these images to the distinct intellectual traditions and techniques-analytical or otherwise-in their respective fields. The definition of image was left to the judgment of the participants.

From Ebenezer Howard and his vision for garden cities to today's New Urbanists, these visionaries have sought to deepen civitas, or the shared community of citizens. In Civitas by Design, historian Howard Gillette, Jr., takes a critical look at this planning tradition, examining a wide range of environmental interventions and their consequences over the course of the twentieth century. As American reform efforts moved from progressive idealism through the era of government urban renewal programs to the rise of faith in markets, planners attempted to cultivate community in places such as Forest Hills Gardens in Queens, New York; Celebration, Florida; and the post-Katrina Gulf Coast. Key figures—including critics Lewis Mumford and Oscar Newman, entrepreneur James Rouse, and housing reformer Catherine Bauer—introduced concepts such as neighborhood units, pedestrian shopping malls, and planned communities that were implemented on a national scale.
