It demonstrates that these curricular outlines tend to be surprisingly similar across very disparate countries, and suggests the world processes that produced this result. Specifically, the study shows that the contemporary primary curriculum dates from changes in the late nineteenth century; that there has been a general shift towards a ‘social studies’ subject; that instruction in mathematics and sciences has tended to expand; that there have been substantial increases in foreign language instruction (and changes in the languages taught); and that instruction in the arts and physical education come to the standard world education model much later than other subjects. This work will be of particular interest to those studying primary curriculum, international education and the sociology of education.

Yet with the exception of a few celebrations of its early years, little effort has been made to document that organization's history. Now a former deputy director of the Peace Corps offers a first-hand look at life in the agency—both in the field and at headquarters—and a radical reinterpretation of its history during the Nixon and Ford administrations. By the end of the 1960s, the Peace Corps was in disarray. Debate raged over its effectiveness, and many new volunteers embraced the antiestablishment behavior of the day's youth. When President Nixon appointed Joseph Blatchford as director in 1969, some insiders felt the agency's days were numbered—especially when Blatchford set about re-evaluating the Peace Corps' mission and initiated a program called New Directions to reorient its work. Many observers simply lump Blatchford's efforts with the failures and faults of the Nixon administration. David Searles, however, contends that the new director's initiatives revitalized the Peace Corps and made it a more relevant organization. Searles faithfully relates the history of these policies and their implementation in the field, drawing on his personal experience as country director for the Peace Corps in the Philippines. He shows how, despite constant carping from veterans of the early Peace Corps and much furor at headquarters, New Directions reenergized the agency and renewed and reaffirmed the Peace Corps' mission. Searles's descriptions of political maneuverings are incisively observed, and his firsthand characterizations of Peace Corps life richly impart the joys and frustrations of volunteer work. Book excerpt: This book explores the issues raised by the changing climate within which educational planning will take place in the final years of the 20th century. The volume focuses on the problems faced by countries hardest hit by economic recession and the need for adjustment to a changing economic environment. Organized into six chapters, the book addresses specific concerns following an introduction. The first concern, explored in chapters 2 and 3, charts recent trends in educational financing in developing countries, emphasizing the important differences that have emerged in the ability and willingness to allocate resources to education in different countries. Chapter 4 discusses the consequences that are likely to follow from level funding and diminished resources for education and develops eight propositions that illustrate the consequences. Austerity may bring with it unexpected changes. The changes are not simply those that might be anticipated from a reversal of growth patterns, and they have qualitatively different characteristics. Chapter 5 looks at themes that provide the basis for planning educational provision in austerity. It includes a discussion of changes in organizational climate in conditions of meagerness and contraction; proposals for assessment of the room to maneuver that exists in educational policy; suggestions for the development of monitoring systems that can indicate the sensitivity of educational quality to changes in inputs; and a review of the options open to resist contraction in resources, increase the efficiency of delivery, and refinance provision from sources other than public expenditure. Chapter 6 presents concluding remarks that synthesize the main findings and emphasize the central theme of protecting educational provision for the most vulnerable groups in developing countries that are most at risk for reductions in expenditures. A bibliography of more than 100 citations is included. (DB)
