Iran's imperative has been-and still is-focused on the pragmatic national security interests of the nation-state model vice the ideological potential for spreading its brand of Islamic revolution abroad. The causes of these Islamic revolutionary groups, no matter how noble in the Iranian leaderships' eye, do not outweigh the more classic nation-state decisionmaking process that the Iranian government undergoes when it determines the best course of action on an issue of foreign policy and/or national security) realpolitik. It is the neorealist approach which always wins out in national security matters of a state. Presented are four case studies of Iranian relations with Azerbaijan, Turkey, Israel, and four Persian Gulf States (the United Arab Emirates, Bahrain, Oman, and Saudi Arabia). What each reveals is an Islamic Iran's whose policy decisions and actions compelled by the rational, state model of neorealism and not ideology.

Book excerpt: Development of this text has been based on the notion that workforce education and development (WFED) systems—such as, secondary and postsecondary vocational and technical education (VTE), career education and guidance, human resource and organizational development (HROD), and adult training and retraining including literacy programs—have essential roles to play in supporting both individual and national efforts to successfully participate in and reap the benefits offered by globalization. While this assumption has intuitive appeal, not everyone believes that vocational preparation programs result in positive outcomes. Psacharopoulos (1997), an outspoken international critic of vocational education and training, argues that WFED programs often have a low rate of return on a country’s investment when compared to that of the general academic curriculum. He contends that WFED initiatives often fail because too much emphasis is placed on these efforts to address myriad complex issues, and that decision makers do not utilize the available evidence about VTE to make prudent, informed choices. Instead, major players in the global economy like the World Bank tout basic academic education as an essential priority for developing countries wanting to enter into global markets and exchange.

Book excerpt: This book outlines the foreign and security policy of the European Union as envisaged under the Common Foreign and Security Policy (CFSP). Since establishing the CFSP in the 1990s, the European Union (EU) has showed its enthusiasm for global leadership, empowering European citizenship, and developing its international standing as an economic and political supranational organization. In particular, the book examines the EU’s peacekeeping and conflict resolution dynamics in order to analyze the political and security dimensions of the EU. It argues that, due to the loose collective foreign policy and inter-bloc dilemmas, the EU has failed to perform as an actor of substance in international politics. However, at the regional level, the EU’s peacekeeping efforts have enjoyed considerable success. The book further explains the dynamics of successful (regional) and unsuccessful (extra-regional) peacekeeping and conflict resolution efforts on the part of the EU with the help of a case study. The case study assesses two key hypotheses: that the stronger an EU member state’s collective Europeanization approach is, the higher the success of the EU is in inter-bloc disputes; and that the weaker an EU member state’s execution of the CFSP on international disputes is, the less successful the EU is in the context of international peacekeeping.

Taking her cues from early Internet ethnographies that stress the importance of treating the Internet as both a site and product of cultural production, accounts in media studies that highlight the continuities between old and new media, and a range of works that have made critical interventions in the field of Iranian studies, Niki Akhavan traces key developments and confronts conventional wisdom about digital media in general, and contemporary Iranian culture and politics in particular. Akhavan focuses largely on the years between 1998 and 2012 to reveal a diverse and combative virtual landscape where both geographically and ideologically dispersed individuals and groups deployed Internet technologies to variously construct, defend, and challenge narratives of Iranian national identity, society, and politics. While it tempers celebratory claims that have dominated assessments of the Iranian Internet, Electronic Iran is ultimately optimistic in its outlook.
