Book excerpt: "A typical presidential election campaign in Latin America sees between one-third and one-half of all voters changing their vote intentions across party lines in the months before election day-numbers unheard of and rarely seen in older democracies. This book proposes a new theory of Latin American voting behavior, examining how votes are truly up for grabs in democracies where political parties and mass partisanship are not deeply entrenched. The book argues that political discussion among peers causes volatility, and ulimately explains final vote choices. Describing and examining social networks of political discussion, the authors propose that everyday social communication is the hidden architecture that structures political outcomes in Latin America's less institutionalized democracies. Voters, embedded in networks of family members, friends, neighbors, coworkers, and acquaintances, are heavily persuaded by the debating and arguing, and agreeing and affirming, that happens in their social networks. These conflicts on the street forced Americans to reconsider the role of the police officer in a democracy. These young professionals ultimately used the issue of police discretion to forge a new cosmopolitan liberal coalition that incorporated both marginalized San Franciscans and rank-and-file police officers. The success of this model in San Francisco resulted in the rise of cosmopolitan liberal coalitions throughout the country, and today, liberal cities across America ground themselves in similar understandings of democracy, emphasizing both broad diversity and strong policing.

It employs a new methodology, built around concepts from risk analysis and decision theory. The Element classifies scores of documented examples of losses into 'production risks', which arise from the conception of a work of art until its final placement, and 'reception risks', when a patron, a buyer, or viewer finds a work displeasing, inappropriate, or offensive. Significant risks must be tamed before players undertake transactions. The Element discusses risk-taming mechanisms operating society-wide: extensive communication flows, social capital, and trust, and the measures individual participants took to reduce the likelihood and consequences of losses. Those mechanisms were employed in both the patronage-based system and the modern open markets, which predominated respectively in Southern and Northern Europe.

In the mid-twelfth century the Seljuq empire rapidly unravelled, its vast provinces fragmenting into a patchwork of mostly short-lived principalities and kingdoms. In time, new powers emerged, such as the pagan Qara-Khitai in Central Asia; the Khwarazmshahs in Khwarazm, Khorosan and much of central Iran; and the Ghurids to the southeast. Yet all were blown away by the Mongols, who faced no resistance from a sufficiently muscular imperial competitor and whose influx was viewed by contemporaries as cataclysmic.
