Book excerpt: Excerpt from The Passing of the Great Reform Bill IN spite of recent changes in its letter, and a great and growing modification of its spirit, the Constitution as we know it wears, to all intents and purposes, the shape it assumed in 1832. To parody a famous phrase, that, year is now the limit of constia tutional memory. The passing of the Great Reform Bill takes us suddenly into another air we leave the remote world Of the eighteenth century, peopled by the heroic ghosts Of Pitt and Fox and Canning, for the era of Peel and Palmerston, of the corn-laws and the Crimea. The Old aristocratic system begins to crumble, and the feet of the nation are set in the path that leads to democracy. It is generally known that this mighty change in our polity was not carried through without a struggle, and it is lightly said that the country was brought to the verge of revolution. But the actual facts of the struggle are not well known. When Roebuck and Molesworth wrote, the private letters of the time were not available, and they were unable to check the oral traditions they received. Since their day most of the important documents have come to light, but the story of the Reform Bill has never been fully told. Book excerpt: Excerpt from The Twentieth Century Reform Bill Since the time of the Chartist agitation, no attempt has been made to formulate a thorough scheme for the reform of the laws regulating our electoral system, if the confused, inconsistent, and Often unintelligible mass of Acts Of Parliament on the statute book can be dignified by such a name. From the Statute of Edward I., establishing freedom of election, down to the Registration Act, 1908, there have been over one hundred and sixty Acts to regulate the franchise, registration of electors, . And procedure at elections, etc.; of which more than one hundred and twenty have been enacted since the passing of the Reform Act of I832 - a measure intended by Lord John Russell to settle finally the question of reform. With the single exception Of the Corrupt and Illegal Practices Act no attempt has been made to codify any section of electoral law. One Act of Parlia ment contradicts another, and a reverence for antiquated modes of draughtsmanship has only made confusion worse confounded. A vote is given to every male householder, only to be taken away from him by a cumbrous and iniquitous system Of registration, with a long term Of qualification, and an intentionally complex arrangement of claim. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from History of the Whig Ministry of 1830, Vol. 1: To the Passing of the Reform Bill Peculiar circumstances gave the Whigs in 1832 a power which has seldom been acquired by any political party in this country. The mode in which that power was obtained - the manner in which it was exercised, cannot but be a subject of interesting inquiry and speculation to every succeeding generation of Englishmen. The Reform Act gave to the party by which it was proposed, the extraordinary power of which I speak. When, in 1832, that measure became law, the Whig administration had the whole force of the State in their hands - were also almost without rivals in the House of Commons - and enjoyed the unlimited confidence of the nation. In the present volumes, I purpose giving, as far as I am able, a history of the events attending their advent to office, and the passing of the Reform Bill. The remaining portion of my work, if I live to write it, will describe the fortunes and conduct of this once formidable administration until it was finally dismissed by the King in 1834. Book excerpt: Excerpt from Memoirs of the House of Commons, Vol. 2: From the Convention Parliament of 1688-9 to the Passing of the Reform Bill, in 1832 In the long gallery of Parliamentary Portraits, in that department at least appropriate to the eminent lawyers of the House, there are none of greater interest than two chancellors, who illustrated the reign of Queen Anne and George I, with their eloquence - Harcourt, and Cowper. Descended alike from ancestors of rare antiquity, rivals in Westminster Hall, antagonists in St. Stephen's Chapel, the leading champions of their party, still more renowned in the senate than the forum, and elevated by their oratory to the height of legal ambition, they might be compared together after the manner of Plutarch, though their political character affords rather a subject of marked contrast than comparison. Unscrupulous as a public man, unprincipled, unstable, at the suggestion of self-interest versatile, a renegade on calculation, Lord Harcourt has left a name, which it required a century of merit in his descendants to redeem from ignominy. It is surely true, however, that no time has been so full of interest, so replete with events and discoveries which have influenced the character of our people and the trend of our history, than the last sixty years. The great political struggle was over. Reform changed the polity Of the country. Our industrial system had been newly equipped with steam practically applied. We need not now enter into any of the profound causes which influenced our life and country and have brought about the complex problems of our modern life. Still, it may be inter esting to indicate some of the contrasts between now and eighty years ago. The whole gigantic system of railways in England, the development of the Press, the Cheapening of every article of daily want, the application of machinery to industrial works, - these are a few of the momentous changes. That which has affected us more than any other was the introduction of railways in the facility they gave for rapid communi cation and for bringing every part of the country Into personal contact with the others. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Some Recollections of a Long Life I well recollect the great struggle which ensued on the introduction of the great Reform Bill in 1831, and ended after a desperate resistance, which brought the country to the brink of a revolution, in its triumphant passing in 1832. The public enthusiasm in its favour was such as has never since been evoked by any event. As a schoolboy I caught the infection, and, although I had not heard of Sydney Smith's humorous illus tration that all schoolboys believed that one effect would be that gerunds and supines would be abolished, and that currant tarts would fall in price, I had some vague idea that good times were at hand. Looking back after the experience of sixty years, there is no doubt that the opponents of the measure were right in their view that it was a peaceful revolution, which transferred power from the upper to the middle classes, and broke down the outer line of defence against democracy. The Bristol I was at school when the Bristol riots Rim occurred on the rejection of the bill by the House of Lords in October, 1831; but I well remember seeing, a few months afterwards, the ruins of the houses burnt by the mob round nearly two sides of Queen Square. He must be hard to please who cannot find intense enjoyment in the Eclogues of Phineas Fletcher, in Cowley's epitaph on Harvey, in the Miltonic stanzas of Gray's Installation Ode, in a score of other pieces, grave, quaint, or classical in their allusive ness of phrasing. Especially grateful must we be to the number of poets, of exquisite feeling and easy mastery of form, who during the last fifty or sixty years have enriched the language with delicate and elegant verse, from which it has been only too difficult to choose because its quantity is so great and its merit so even. Of this we trust we have given a tolerably adequate selection but it would have been easy to multiply it fourfold.
