Book excerpt: With the implementation of the Workforce Innovation Opportunity Act of 2014 (WIOA), a greater emphasis on collaboration among parents, teachers, and outside service providers exists within the secondary transition process. In order for students to be able to reach their post-school goals successfully, parents need to fully understand the transition planning process and be a supported member of the Individualized Education Program (IEP) Team. In order to determine the parental perspective on the transition planning process, a qualitative research design was chosen (Creswell & Guetterman, 2019). Through a qualitative design, perceptions of parents of students with disabilities in relation to the transition planning process were analyzed. Qualitative data was collected through a survey and interviews of parents of students with disabilities. The primary rationale for collecting the data was to gain the parental perspective on the transition planning process for students with disabilities, determine the knowledge that parents of students with disabilities have in regards to accessing services in the college, university, or vocational education settings, and determine the knowledge that parents of students with disabilities have in regards to accessing services in the area of employment. The results of the study indicated that parents are not provided with training on the transition planning process, do not understand the roles of the outside agencies designed to assist in the transition planning process, and feel that they need more support to assist their child to access services in the college, university, or vocational educational settings.

In order to inform and help guide the study, the following three research questions were used: (1) To what extent are parents, students, and teachers familiar with the transition planning process and resources available? (2) What are parents, students, teachers, concerns regarding the transition planning process? (3) What are suggestions that parents, students, teachers, child study team members and employers have regarding the transition planning process? This study utilized both quantitative and qualitative data collection methods. Quantitative data was collected through online surveys, which were distributed to students, parents, school personnel and employers. Qualitative data was collected through parent and school personnel interviews. The significant findings from this research study showed that while stakeholders have a basic knowledge and familiarity of transition and resources, more education through networking, workshops and professional development is necessary. Findings also revealed the importance of communication and stakeholders active involvement in the transition planning process. Through more knowledge, communication and participation from parents, students, school personnel and employers, meaningful strides can be made in order to best prepare students with disabilities for their adult lives.

Families are often unsure of how best to help their student and often feel unheard by the professionals with whom they are working (Defur, Todd-Allen & Getzel, 2001.) Teachers are also unsure of how to best implement transition planning strategies in the classroom (Thoma, Pannazzo, Fritton & Bartholomew, 2008). Transition planning is often poorly aligned with the desired end outcomes for students (Thompson, Fulk & Piercy, 2000) and parents and teachers lack systematic guidance in decision making for transition planning.This project included the development and evaluation of a transition planning guide for parents and teachers of transition-age students with moderate to severe disabilities. Teachers and parents of students from Cache School District0́9s high school and post high settings participated. A pre-experimental, pre-test post-test single case design was used to evaluate parents0́9 and teachers0́9 knowledge of and satisfaction with the process before and after using the transition planning guide. Before implementation, the transition planning guide was evaluated by experts within the field and revised accordingly. Teacher participants received training on the use of the transition planning guide prior to meeting with the parent and student. The use of the transition planning guide improved both knowledge of post-school options and satisfaction with the transition planning process for teachers and parents.
