Book excerpt: The thesis of this study is that the Continental artillery in the American Revolution, despite its ad hoc beginning and wartime challenges, gradually developed into a professional organization by the end of the war. Rather than operational history of the organization, its focus is on the growth of the organization over time, in terms of its cultural beginnings, its doctrinal development, and the leadership and career paths of some of its middle ranking leaders. The first chapter lays out the structural framework and statutory authorizations for the organization. The second chapter describes its early cultural shift from its pre-war legacy of provincialism to a trajectory toward professionalism. This chapter uses a cultural analysis to argue that Washington’s decision to replace the aged Richard Gridley with Henry Knox as the commander of the Continental artillery ushered in a cultural shift away from an older provincial organizational culture to one that sought professionalism. The third chapter portrays the development of a battlefield tactical doctrine described in books that gradually took hold in informal ways. It takes a comparative theory and practice approach to argue that the kernel of an emerging doctrine existed in available European books and from those kernels, a consistent and effective doctrine developed over time. The fourth chapter uses a collective biographical approach to show organizational development in the careers of its middle ranking leaders. The concluding chapter summarizes findings and ties the professionalization of the corps of artillery to the military establishments of the new republic.

While most books look at these ten crucial days focusing on the military actions of the armies involved, this account also considers what was happening in other parts of the world. Leaders and ordinary people in other parts of America, in Britain, and in France were also dealing with the Revolution as they understood its condition. Without the instantaneous communication we have today, they were dealing with dated information and were missing knowledge that could influence their thoughts about the Revolution. This lack of immediate communication was also true—although to lesser extent—for the individuals directly involved in the events in New Jersey and Pennsylvania.

Such a study, Adams suggested, would reveal the underlying impetus of the revolutionary movement. Now, for the first time, Richard D. Brown has made an exhaustive and systematic analysis of the committee that set a pattern for America and for the world by keeping alive the revolutionary spirit at a time when the issues were cloudy and public interest was dormant. The Boston committee, organized to arouse the people of Massachusetts and to inform them of their rights, initiated the use of local committees of correspondence and went on to become a major revolutionary institution which helped bring about fundamental changes in Massachusetts politics. Mr. Brown's book focuses on the years 1772 to 1774, when the inhabitants of Massachusetts moved from quiet accommodation with the British imperial system to massive rebellion against it. His investigations of the records of the Boston committee and of voluminous town records never before studied have resulted in a revision of previous interpretations regarding the interaction between leaders in Boston and the people in the towns. The author's findings indicate that the Boston committee did not control Massachusetts political action, manipulating the political behavior of the towns, as earlier theorists have suggested. Though Boston was a leader, the towns generally acted independently, and government by consent developed effectively on the local level. The letters which passed between the capital and the countryside reveal an expanding political consciousness and an ever-increasing political sophistication at the grass-roots level. They articulate an essentially radical view of politics based on popular sovereignty. As an account of the process of political integration among a colonial people engaged in an independence movement, this book will appeal not only to historians but also to political scientists concerned with the emerging nations of the twentieth century.
