First, I create and validate a latent variable-based cross-national indicator, the Democratic Institutional Strength (DIS) index. The DIS index draws on a theoretically based conceptualization of democratic backsliding, an increasingly important concept for which there had been no previous metric. Second, I combine original and existing panel data to test my theory and find that membership in IOs associated with democracy promotion makes subsequent democratic backsliding more likely. Such IOs also lead to reduced checks on executive power, limited economic policy options, and stunted party development in new democracies. Case studies of democratic backsliding in the European Union (EU) illuminate these causal mechanisms. Focusing on the EU’s two most extreme cases to date, Hungary and Poland, I illustrate how EU requirements contribute to backsliding by decreasing states’ domestic policy space and increasing executive power. The theory and findings contribute to debates on how international factors impact domestic outcomes, especially processes of democratization, as well as to nascent theories of democratic backsliding.

Democratic institutions are frequently designed by the outgoing authoritarian regime to shield incumbent elites from the rule of law and give them an unfair advantage over politics and the economy after democratization. Authoritarianism and the Elite Origins of Democracy systematically documents and analyzes the constitutional tools that outgoing authoritarian elites use to accomplish these ends, such as electoral system design, legislative appointments, federalism, legal immunities, constitutional tribunal design, and supermajority thresholds for change. The study provides wide-ranging evidence for these claims using data that spans the globe and dates from 1800 to the present. Albertus and Menaldo also conduct detailed case studies of Chile and Sweden. In doing so, they explain why some democracies successfully overhaul their elite-biased constitutions for more egalitarian social contracts.

How do these differences, and these frequent changes, affect the operation of democracy? Using a unique new data collection, the book's chapters test propositions about the reasons for variation and similarities across party organizations. Book excerpt: This book explores the new types of political organization that emerged in Western Europe and the United States during the nineteenth century, from popular meetings to single-issue organizations and political parties. The development of these has often been used to demonstrate a movement towards democratic representation or political institutionalization. This volume challenges the idea that the development of 'democracy' is a story of rise and progress at all. It is rather a story of continuous but never completely satisfying attempts of interpreting the rule of the people. Taking the perspective of nineteenth-century organizers as its point of departure, this study shows that contemporaries hardly distinguished between petitioning, meeting and association. The attraction of organizing was that it promised representation, accountability and popular participation. Only in the twentieth century did parties reliable partners for the state in averting revolution, managing the unpredictable effects of universal suffrage, and reforming society. This collection analyzes them in their earliest stage, as just one of several types of civil society organizations, that did not differ that much from each other. The promise of organization, and the experiments that resulted from it, deeply impacted modern politics.
