We are starting by extending our scope well beyond the purely naval to commercial shipbuilding. The focus is looking beyond the hulls to the systems and sub-systems. This strategy will give UK firms a thorough understanding of our policy and technology priorities. The maritime sector will know the value we place on regional growth, skilled jobs and thriving supply chains, and how they can help us to level up across the UK. Finally, we are going to make sure Government, industry and academia are more integrated than ever before. Realising our aspirations means working together across our Union. This strategy builds on those proud traditions of shipbuilding in England, Scotland, Wales and Northern Ireland to deliver for all parts of the UK.

Book excerpt: The organization of production processes into a chain of production stages that could be located in different countries, each of which provide a unique advantage, has become a defining characteristic of international trade. Industrial development, the movement of intermediate products, and the trading of final goods and services are inextricably linked to global value chains. Global value chain analysis is useful in providing a comprehensive overview of an entire industry, identifying an individual firm or country’s position in the global value chain, and mapping how the firm or country may upgrade to capture more value along this value chain. This book presents various case studies which analyse some of the prevalent constraints experienced in industries of the Caribbean Community (CARICOM) member states. In addition, it identifies practical policy recommendations which can be used to address such challenges, and allow the member states to capture more value from their industries’ global value chains. It addresses issues such as the declining preferences in agriculture value chains, the feasibility of enhancing the economic contribution of the maritime industry, the urgency for climate-resilient strategies in the banana industry, and the need for local content policy to create an appropriate framework to capture a fair share of value from the hydrocarbon industry. Given the persistence of challenges, the lack of upgrading, and the dearth of research conducted on value chains in the CARICOM region, this book can serve as a basis upon which governments and regional organizations may adopt policy recommendations to address trade and investment-related challenges, and increase the member states’ effective participation in international trade.

With recent emphasis on renewal of the U.S. naval fleet, followed by the defense builddown, U.S. shipbuilders have fallen far behind in commercial ship construction, and face powerful new competition from abroad. This book examines ways to reestablish the U.S. industry, to provide a technology base and R&D infrastructure sustaining both commercial and military goals. Comparing U.S. and foreign shipbuilders in four technological areas, the authors find that U.S. builders lag most severely in business process technologies, and in technologies of new products and materials. New advances in system technologies, such as simulation, are also needed, as are continuing developments in shipyard production technologies. The report identifies roles that various government agencies, academia, and, especially, industry itself must play for the U.S. shipbuilding industry to attempt a turnaround.

Book excerpt: US shipbuilders now hold less than 1% of the world market for commercial ships. In the 1970s US shipbuilders built an average of 20 seagoing commercial ships per year, now that number is less than two per year. It seems clear that the US shipbuilding industry cannot currently compete in the world market for seagoing commercial ships. The two primary sources of this problem are low productivity, in some cases lower by a factor of 2 or 3 than the best in the world, and high material costs. High material costs are especially a problem since material and equipment represent more than 50% of the cost of a delivered ship. This report will focus on the problems of material costs, in particular as they are affected by relations with suppliers. The Shipbuilding Supply Chain Integration Project was designed to improve understanding of best practices in supply chain management in the marine industry. The project focused on US shipyards and suppliers, foreign shipyards and suppliers, and a US construction firm. The intent was to obtain a baseline to show how the US marine industry acts as compared to the foreign marine industry and a somewhat comparable non-marine industry in the US.

The policy is designed to leverage Taiwan’s cultural, educational, technological, agricultural, and economic assets to enhance Taiwan’s regional integration. This report tracks the ongoing implementation of the NSP and assesses what has been achieved since Tsai was elected in January 2016.
