In the early 1960s, Pyongyang began to pursue the capability to produce advanced weapons systems, including rockets and missiles. However, foreign assistance and technology, particularly from China and the Soviet Union, were instrumental in the acquisition of these capabilities. The ballistic missile inventory now totals about 800 road-mobile missiles, including about 200 Nodong missiles that could strike Japan. In April 2007, North Korea for the first time displayed two new missiles: a short-range tactical missile that poses a threat to Seoul and U.S. Forces in South Korea, and an intermediate-range missile that could potentially strike Guam. Although North Korea has not demonstrated the ability to produce a nuclear warhead package for its missiles, its missiles are believed to be capable of delivering chemical and possibly biological munitions. North Korean media and government officials claim the country needs a nuclear deterrent to cope with the "hostile policy of the United States," but Pyongyang has never officially abandoned its objective of "completing the revolution in the south." Little is known about North Korean military doctrine and the role of its ballistic missiles, but National Defense Commission Chairman Kim Ch*ong-il has ultimate authority over their disposition.

On July 4-5, 2006, North Korea test-launched seven ballistic missiles, including a new Taepo Dong 2 that failed soon after launch. Apparently successful shorter-range missile tests at the time included some combination of SCUDs and No Dongs. In October 2006, North Korea conducted an underground low-yield nuclear test and said it would deploy nuclear weapons on its ballistic missiles, although there is no evidence they are doing so. The Administration will ask the 110th Congress to fund a National Missile Defense (NMD) site in Europe, which some analysts argue is needed because of the threat of North Korean ballistic missiles to Europe. This hydrogen bomb represents the latest advancement in North Korea's long-running nuclear and intercontinental ballistic missile program, which now pose an urgent threat to the United States. Moreover, the apparent speed in which these North Korean advancements have occurred are challenging the security structure across East Asia, creating dangerous instability in the region, and that instability we will likely be dealing with for decades to come. So today, this committee is going to discuss the tools that must be deployed and fully utilized to address these threats. We need to use every ounce of leverage. That leverage includes sanctions, it includes diplomacy, it includes projecting information into North Korea to put maximum pressure on this rogue regime. Time is running out. Sanctions can still have an important impact. North Korea's advanced weapons programs rely on foreign-sourced technology. Much of these programs are made outside the country. North Korea pays an inordinate amount of money, and it has to have hard currency to do it, to run this very expensive ICBM program and this nuclear weapons program. Earlier this year, Treasury sanctioned the Bank of Dandong, a regional Chinese bank. But we must target major Chinese banks doing business with North Korea, such as China Merchants Bank, and even big state-owned banks, like the Agricultural Bank of China. They have a significant presence in the United States. And if they do not stop doing business with North Korea, they should be sanctioned now.

Book excerpt: North Korea's apparently successful July 2017 tests of its intercontinental ballistic missile capabilities, along with the possibility that North Korea (DPRK) may have successfully miniaturized a nuclear warhead, have led analysts and policymakers to conclude that the window for preventing the DPRK from acquiring a nuclear missile capable of reaching the United States is closing. These events appear to have fundamentally altered U.S. perceptions of the threat the Kim Jong-un regime poses to the continental United States and the international community, and escalated the standoff on the Korean Peninsula to levels that have arguably not been seen since 1994. A key issue is whether or not the United States could manage and deter a nuclear-armed North Korea if it were to become capable of attacking targets in the U.S. homeland, and whether taking decisive military action to prevent the emergence of such a DPRK capability might be necessary. Either choice would bring with it considerable risk for the United States, its allies, regional stability, and global order. Trump Administration officials have stated that "all options are on the table," to include the use of military force to "denuclearize"-generally interpreted to mean eliminating nuclear weapons and related capabilities from that area. One potential question for Congress is whether, and how, to employ the U.S. military to accomplish denuclearization, and whether using the military might result in miscalculation on either side, or perhaps even conflict escalation. Questions also exist as to whether denuclearization is the right strategic goal for the United States. This is perhaps because eliminating DPRK nuclear or intercontinental ballistic missile (ICBM) capabilities outside of voluntary denuclearization, and employing military forces and assets to do so, would likely entail significant risks. In particular, any move involving military forces by either the United States/Republic of Korea (U.S./ROK) or the DPRK might provoke an escalation of conflict that could have catastrophic consequences for the Korean Peninsula, Japan, and the East Asia region. In this report, CRS identifies seven possible options, with their implications and attendant risks, for the employment of the military to denuclearize North Korea.

While North Korean military doctrine still emphasises offensive tactics, the nuclear weapons are of little use except for deterrence, which is reflected in the posture of deployments and in the command and control structure. Nevertheless, misperception, miscalculation, escalation or a change in military strategy could conceivably lead to their deliberate, accidental or unauthorised use. The risk of an accidental nuclear explosion cannot be ignored, given uncertainty about the sophistication of the North's technology and its known generally poor safety standards. Moreover, Pyongyang has sold missiles, missile components and technology to several countries and has been cooperating with Iran to develop long-range missiles and space launch vehicles. Its missile program has been an important source of hard currency and a symbol of national power that the leadership exploits for internal political control. For all these reasons, the denuclearisation of the Korean Peninsula and the halting of the North's ballistic missile program remain crucial policy priorities for neighbours, as well as the wider international community that continues to be acutely concerned about the proliferation implications. Whatever the motives that have driven its development, the elimination of North Korea's nuclear and missile arsenal will require considerable planning and resources.
