The book provides quantitative evidence of the performance of SEZs, and of the factors which contribute to that performance, highlighting the critical importance not just of the SEZ itself but of the wider national investment climate in which it functions. It also provides a comprehensive guide to the key policy questions that confront governments establishing SEZ programs, including: if and when to launch an SEZ program, what form of SEZ is most appropriate, and how to go about implementing it. Nation-states can fail for a myriad of reasons: cultural or religious conflict, a broken social contract between the government and the governed, a catastrophic natural disaster, financial collapse, war and so forth. Nigeria with its vast oil wealth, large population, and strategic position in Africa and the global economy can, if it fails disproportionately affect the United States and the global economy. Nigeria, like many nations in Africa, gained independence from the United Kingdom in 1960. It is the most populous country in Africa and will have nearly 250 million people by 2030. In its relatively short modern history, Nigeria has survived five military coups as well as separatist and religious wars, is mired in an active armed insurgency, is suffering from disastrous ecological conditions in its Niger Delta region, and is fighting one of the modern world's worst legacies of political and economic corruption. Before returning to the United Kingdom in 1972, I was in Uganda for 16 years, most of which time was spent as Chief Warden of Murchison Falls National Park. Our main problem was that an over-population of large mammals was having a devastating impact on the habitat. Devas tation was being wrought on woodland areas by the arrival of large numbers of elephants into the sanctuary of the Park, following changes in land use in the areas outside the Park. These changes were in response to the requirements of an ever-expanding human population.

Bach appear sufficiently distinct, yet they converge on several key issues: i.e., the informal achievement of regionalization in Africa through kinship and other non-state networks; the resistance of Africans to boundaries inherited from the colonial period; and the consequences of the arbitrariness of these boundaries. Anyone who has ever crossed the Seme border between the Federal Republic of Nigeria and the Republic of Benin cannot but subscribe to the perceptions shared by the two authors. Whatever the purpose of the trip, travellers crossing the border share the experience of being in a lawless area: the occasional traveller who behaves suspiciously will immediately attract the attention of the immigration officer who begins to search through his papers scrupulously, looking for any error; on the other hand, the market woman, who knows the system, crosses with ease. The popularization of these border scenes by novels and video productions is significant evidence of the intensity of transborder movements in West Africa, and of the constraints as well as the resources offered by the borders. This dual reality of what appears as an obstacle to the implementation of institutionalized regional integration schemes and as the booster of an informal market-driven trade flow, is widely documented and discussed in the two papers.

Murphy scrutinizes recent incidents of maritime terrorism and locates the commonalities between pirates and maritime terrorists that enable them to commit their extensive crimes. Murphy's research opens up surprising sites of contact between pirates and wider criminal networks, organizations that pursue their corrupt agendas not only on sea but also on land. It is these relationships, Murphy argues, that bring about the destabilization of states and regions in which piracy occurs. Murphy's most significant revelation is the way in which maritime criminality may disguise insurgent and terrorist activity, allowing such actors greater freedom to maneuver. Although these acts currently rank as a low-level threat, priacy feeds off of political upheaval. Before they can evolve into a truly powerful and dangerous force, however, maritime terrorists and insurgents will have to overcome significant operational and technical issues. They must also capture the attention of an international audience by committing atrocities at sea that are as devastating as those committed on land.
