Book excerpt: It is well known that the Academies of Sciences in Western Europe have different goals than those of Eastern Europe mainly due to their independent status. Although some of the Academies in the West supervise research activities or some institutes, their main mission is to stimulate and access scientific developments in their own countries. In particular, they have a mission to advise their governments and other central bodies on science policy and organization of research. The Academies of Central and Eastern Europe supervise numerous research institutes with a relatively large number of research scientists. Also, many of these institutes carry out basic and applied research isolated from that of universities and industry. Industry on a few occasions in the past sought solutions to its problems or the development of new products from the Institutes of the Academies of Sciences. The challenges now facing the Academies of Central and Eastern Europe include the lack of adequate financing, the loss of status of scientific work, the defection of young researchers and the difficulties of recruiting new high level research staff. A major problem is the emerging lack of candidates for doctorate studies. The organization and financing of research in institutes, universities and industries and the role that the Academies of Sciences can play is also one of the subjects to be addressed. Public funding is limited and most of the funds available are directed towards applied research.

Book excerpt: During the last years, important geopolitical changes took place in the broader area of Eastern Europe, having as a consequence, among others, the change of policy and strategy in many fields such as social, economical, commercial, scientific e.t.c. It was a contemporary demand to have a meeting of scientists from various countries and especially from countries of the Eastern Europe and the Balkan area, where the various problems concerning the scientific, technological and research fields could be studied and discussed. The goals of this meeting would be: mutual information, broadening of cooperation possibilities through common research programs, as well as possible development of a common policy in certain sections of science and technology of mutual interest. The realization of this meeting, which came true with the initiative, the moral of the NATO Scientific Affairs Division gave the and full economical support pursued results included in the present volume. It was my pleasure to act as the Director of the NATO ARW and I am most grateful to the NATO Scientific Affairs Division for the financial support and especially to its Programme Director, Dr. Alain Jubier, whose contribution to every step of the workshop was essential so that this meeting would be effective.

Book excerpt: Higher education in the Western Balkans is currently undergoing substantial changes as a result of European reform ideas, new domestic policy initiatives as well as universities and colleges in the region trying to adapt to new expectations and challenges. The book analyzes the changes in both policy and practices in various countries in this region predominantly through a comparative approach. Through a number of empirical studies in which new data was collected and systematized, the book shows how countries in the Western Balkans are struggling to maneuver between adapting to broader European reform ideas while at the same time handling domestic challenges. Hence, the book is a valuable contribution to those interested in studying how various higher education systems are developing in the different European regions.

Available in PDF, EPUB and Kindle. Book excerpt: Since the European Research Area was launched at the beginning of the century, significant efforts have been made to realise the vision of a coherent space for science and research in Europe. But how does one define such a space and measure its development? This timely book analyses the dynamics of change in the policy and governance of science and research within Europe over the past decade. It widens the scope of traditional policy analysis by focusing attention on the interaction between policy rationales, new governance mechanisms, and the organisational dynamics of the scientific field. The contributors build a novel analytical framework to understand the European research space as one shifting from a fragmented space of “Science in Europe” to one that is labeled “European Science”. The chapters explore the dynamics of this shift through the lenses of political science, organisation theory, science policy and related analytical traditions. Towards European Science is an interdisciplinary book which will attract a wide set of scholars and professionals interested in science policy, governance and scientific practice. It will also be of use to university leaders and managers, as well as policy-makers and practitioners working on issues of internationalisation and the Europeanisation of science.

Available in PDF, EPUB and Kindle. Book excerpt: Despite numerous books on research methodology, many have failed to present a complete, hands-on, practical book to lead college classes or individuals through the research process. We are seeing more and more scientific papers from all research fields that fail to meet the basic criteria in terms of research methods, as well as the structure, writing style and presentation of results. This book aims to address this gap in the market by providing an authoritative, easy to follow guide to research methods and how to apply them. Qualitative Methods in Economics is focused not only on the research methods/techniques but also the methodology. The main objective of this book is to discuss qualitative methods and their use in economics and social science research. Chapters identify several of the research approaches commonly used in social studies, from the importance of the role of science through to the techniques of data collection. Using an example research paper to examine the methods used to present the research, the second half of this book breaks down how to present and format your results successfully. This book will be of use to students and researchers who want to improve their research methods and read up on the new and cutting edge advances in research methods, as well as those who like to study ways to improve the research process.

Available in PDF, EPUB and Kindle. Book excerpt: Across Europe there is a rapidly changing context for undertaking regional development. In the 20th century, development of the former planned economies (Bulgaria, Czech Republic, Hungary, Poland, Romania and Slovakia), was defined by these countries differences, rather than their common ideological roots. These disparities altered over time and were marked by changing social structures. However, the ranking of regions has remained the same as core areas have strengthened their positions while the structural obstacles to the modernisation of peripheral areas have remained due to a lack of coherent regional policy. This book examines the specific regional development paths of Central and Eastern European countries and evaluates the effects of the determining factors of this process. Through analysis of the system of objectives, instruments and institutions used in different eras, and case studies of Hungary, East Germany and Germany, development models are established and compared with Western European patterns. The book summarises the experiences of Central and Eastern European regional cooperation and examines the basic nature of the cohesion problems of the Carpathian Basin trans-national macro region. It confirms by comparative historical analyses that the transformation was indeed unique. This book will make a welcome addition to the literature for students and academics interested in the broader picture of Central and Eastern European politics, future integration within the European Union and the history of regional development processes.
