Book excerpt: Excerpt from The New Protectionism My object is to inspect and test, first, the substance of this economic menace, and, secondly, the validity of the measures by which it is proposed to meet it. The New Protectionism differs from the Old in seek ing to superimpose the present war map of the world, with its divisions of belligerents, allies, and neutrals, upon the Protectionism of 1903-1905, which sought to combine pro tection for British industries with a closer business connection between the self-govern ing dominions and the mother-country. To extract a definite intelligible shape for this New Protectionism out of the general rhetoric in which it is embedded by most of its exponents is no easy task. Its principal organs in the Press - such as the Morning Post, the Northcliffe papers, and by recent conversion the Spectator - do not agree among themselves either as to scope, objects, or methods; and the Chambers of Com merce - more concerned with business and less with politics - formulate proposals woe fully deficient in that element of defence. Book excerpt: Excerpt from Protectionism: The -Ism Which Teaches That Waste Makes Wealth During the last fifteen years we have had two great questions to discuss: the restoration of the currency, and civil-service reform. Neither of these questions has yet reached a satisfactory so lution, but both are in the way toward such a result. The next great effort to strip off the evils entailed on us by the civil war will consist in the repeal of those taxes which one man was enabled to levy on another, under cover of the taxes which the government had to lay to carry on the war. I have taken my share in the dis cussion of the first two questions, and I expect to take my share in the discussion of the third. Book excerpt: Excerpt from Economic Protectionism The Division of Economics and History of the Carnegie Endowment for International Peace is organized to promote a thorough and scientific investigation of the causes and results of war In accordance with this purpose a conference of eminent statesmen, publicists, and economists was held in Berne, Switzerland, in August 1911, at which a plan of investigation was formed and an extensive list of topics was prepared. The programme of that Conference is presented in detail in an Appendix. It will be seen that an elaborate series of investigations has been undertaken, and the result ing reports may in due time be expected in printed form. Of works so prepared, some will aim to reveal direct and indirect consequences of warfare, and thus to furnish a basis for a judgement as to the reasonableness of the resort to it. If the evils are in reality larger and the benefits smaller than in the common view they appear to be, such studies should furnish convincing evidence of this fact and. Afford a basis for an enlightened policy whenever there is danger of inter national conflicts. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Available in PDF, EPUB and Kindle. Book excerpt: A history of America's most infamous tariff The Smoot-Hawley tariff of 1930, which raised U.S. duties on hundreds of imported goods to record levels, is America's most infamous trade law. It is often associated with—and sometimes blamed for—the onset of the Great Depression, the collapse of world trade, and the global spread of protectionism in the 1930s. Even today, the ghosts of congressmen Reed Smoot and Willis Hawley haunt anyone arguing for higher trade barriers; almost single-handedly, they made protectionism an insult rather than a compliment. In Peddling Protectionism, Douglas Irwin provides the first comprehensive history of the causes and effects of this notorious measure, explaining why it largely deserves its reputation for combining bad politics and bad economics and harming the U.S. and world economies during the Depression. In four brief, clear chapters, Irwin presents an authoritative account of the politics behind Smoot-Hawley, its economic consequences, the foreign reaction it provoked, and its aftermath and legacy. Starting as a Republican ploy to win the farm vote in the 1928 election by increasing duties on agricultural imports, the tariff quickly grew into a logrolling, pork barrel free-for-all in which duties were increased all around, regardless of the interests of consumers and exporters. After Herbert Hoover signed the bill, U.S. imports fell sharply and other countries retaliated by increasing tariffs on American goods, leading U.S. exports to shrivel as well. While Smoot-Hawley was hardly responsible for the Great Depression, Irwin argues, it contributed to a decline in world trade and provoked discrimination against U.S. exports that lasted decades. Peddling Protectionism tells a fascinating story filled with valuable lessons for trade policy today.

Available in PDF, EPUB and Kindle. Book excerpt: Putting tariffs on imported goods or setting other barriers to international trade can be tempting for politicians. They assume that many of their constituents believe that free trade is not fair trade and that other countries aren’t playing by the rules. This belief makes it easy for industry leaders to demand protection for their businesses and their workers—to “put America first.” But Americans should resist the siren calls of protectionism. In this highly relevant protectionism primer, Pierre Lemieux shows what can happen if they don’t. As the author demonstrates, trade between any two countries is fair for the same reasons as exchange between two individuals: it is to the benefit of both. Lemieux carefully refutes the arguments of those who would curtail Americans’ access to the benefits of international commerce—from the claim that we can boost economic growth by reducing imports to the belief that free trade leads to “shipping jobs overseas.” Yes, manufacturing jobs are declining in this country and have been since the 1950s. But, as Lemieux points out, that’s in large part because Americans are making more advanced products more efficiently—that’s our comparative advantage. And this is happening as less-developed countries are producing more labor-intensive, low-tech goods—that’s their comparative advantage. All parties to a trade benefit. Lemieux shows how free trade improves the lives of American consumers, especially the poor. The narrow agenda of the protectionists—to protect a small minority of producers at the expense of millions of their fellow Americans—is the wrong path for an increasingly diverse and complex economy. This concise primer shows you why.

Book excerpt: Excerpt from The Economic Basis of Protection The discussion of international trade has always ex cited much interest, and must, for a long time, still command the attention of all thoughtful citizens. A great variety of arguments has been presented to the public and many of them are already fully discussed. Yet there seems to be a place and an Opportunity at the present time for a new discussion of this important problem upon a more fundamental basis than is usually found in former treatises. As its title claims, it is an attempt, according to the best of the writer's poor judgment and ability, to set forth the case for that system of national finance, for over half a century maligned in this country, known as Protectionism. But, in admitting this much, the writer does not admit that his brief for Protection contains any special pleading or strained argument. Here and there, in the course of the work, points might have been made against the Free-traders which have not been made, because the writer has been anxious not to score more dialectical triumphs, and still more anxious to avoid making a point which was open to a counterpoint. His earnest desire has been to present. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Sophisms of Free-Trade and Popular Political Economy Examined Whoever contemplates, on the one hand, the enormous powers of production in the United Kingdom, and on the other, the misery which nevertheless grinds down masses of the population, will necessarily conclude that the circumstances which ensure or promote the creation and due distribution of wealth, are yet unknown or mistaken. He will see the science which assumes to teach these things, discredited, helpless, and utterly at fault. There must be something fearfully wrong or essentially deficient in the prevailing system: there must necessarily be some error in theory. No adequate practical measures of relief can be devised till it is discovered. The following sheets are not written to aid a party, but a assist, if possible, in reaching the truth on a very complex and difficult subject. Protectionists will find no defence of a high price of subsistence, and free-traders no acquiescence in their recommendation of unlimited and indiscriminate imports.
