Book excerpt: My thesis looks at the relationship between development, displacement, and dissent in Greater Kuala Lumpur, Malaysia. Barring a brief four year period, independent Malaysia has continuously operated under a near-permanent state of constitutionally imposed emergencies. I look at the operation of one of the emergency regulations, the Essential Clearance of Squatters Regulations (ESCR, promulgated initially in 1969 and used until 2013) for the purposes of displacement and urban planning. Relying on archival research, interviews, and an in-depth case study, I seek to characterize the nature of urban development, particularly the operation of the law, in Kuala Lumpur. I make three broad arguments: 1. The use of squatter regulations for the purposes of urban planning started with the colonial emergency of 1948, when urbanization and development were used as primary elements of a military strategy to combat the Communist emergency. 2. Post-independence, however, the Malaysian state has increasingly used laws meant initially for counter-insurgency operations for the purposes of development. I argue that the urban planning in Kuala Lumpur must be seen as a form of urban law-fare (the use of techniques of war for political or economic ends; Comaroff, 2001) and that the creation of a "state of exception" (Agamben 2005), through the declaration of emergencies, has enabled the use of military ends as a normal technique of government. 3. Lastly, I look at the case of Kampung Berembang, perhaps the only successful case of resistance against the use of ESCR. I argue that the residents' re-positioning of themselves as peneroka bandar or urban pioneers (as opposed to squatters), using claims originating in Malay Customary law, were critical to reclaiming their rights as citizens.

Book excerpt: National socio-economic development planning in Peninsular Malaysia is guided by the New Development strategy which resulted from the race-riots of May 1969 - events which were themselves clear indication that Peninsular Malaysia lacked national unity. The New Development Strategy has two components, Rukun Negsira (the National Ideology) and the New Economic Policy. The New Economic Policy aims to eradicate poverty and to restructure the socio-economic system in order to remove the inter-communal imbalances which were identified as the root causes of disharmony in the country. In this way it is hoped to create national unity in Peninsular Malaysia. A major weapon in the government's bid to implement the New Economic Policy is the Federal Land Development Authority (FELDA). Since its establishment in 1956, FELDA has become not merely Peninsular Malaysia's foremost land developer, but has been raised by the Malaysian government to premier status among agencies implementing national socio-economic development policy.;The present study assesses the ability of the Federal Land Development Authority to comply with the Malaysian government's requirement that through land development FELDA be a major contributor to the attainment of national unity in Peninsular Malaysia. The assessment is undertaken by first analysing the reasons why planning failed to create national unity before 1969, and - in the light of the knowledge gained from this analysis - by then assessing FELDA's qualifications for meeting the responsibilities placed upon it by the post-1969 Plans designed to rectify the situation of socio-economic imbalance. The study considers the nature of inter-communal imbalance in Peninsular Malaysia, and indicates the political and other constraints which govern planning approaches. The study concludes by presenting the main findings regarding the Federal Land Development Authority's ability to contribute to the attainment of national unity in Peninsular Malaysia, with particular attention paid to FELDA's ability to contribute to the implementation of the government's New Economic Policy in the Malay-dominated rural areas.

Book excerpt: Since 2000, Malaysia's GDP has risen by 264.4% and its population by 30.4%. The government has strongly pushed economic growth and development and aims to reach high-income status by 2020. At the same time, Malaysia has publicly committed to reduce its carbon intensity on a GDP basis by up to 45%. The outcome of this tension between Malaysia's development ambitions and its climate change goals may foreshadow the carbon trajectory for much of the rest of the developing world that will similarly seek to obtain high-income status in the coming decades. Through a series of in-country interviews in January 2018, I explored the workings of Malaysia's carbon mitigation policy ecosystem to understand what Malaysia has already done to implement its decarbonization objectives and what remains to be accomplished. I find that in three of Malaysia's core carbon mitigation policy sectors -- transportation and urban planning, renewable energy, and forestry -- the government and other actors have implemented a range of mitigation approaches. While the government, NGOs, corporations, and the public have achieved some initial successes, many barriers still inhibit mitigation efforts. I also identify cross-cutting themes from the interviews that operate within the policy sectors and the carbon mitigation policy ecosystem as a whole. These themes both enable and inhibit carbon mitigation. These include: a diversity of actors; state transfer pathways; internalization of exogenous drivers; a focus on sustainability planning and action; federal-state friction; absence of climate control hub; limited government enforcement, capacity, and regulation; and sustainability and development aspirations and constraints. I further find that both the policy sectors and these themes fit within the theories of decarbonization pathways and carbon lock-in. I conclude by offering six core recommendations to the new Malaysian government that won office on May 9, 2018 that focus on driving both carbon mitigation and economic growth: improve public transportation connectivity, maximize the efficacy of existing renewable energy policies, shift the energy system, align federal and state incentives around forest protection, improve the government's internal program management, and start adaptation efforts now.
