The hardback version is ISBN 9781680920512 and the paperback version is ISBN 9781680920505. The NASA Space Flight Program and Project Management Handbook (NASA/SP-2014-3705) is the companion document to NPR 7120.5E and represents the accumulation of knowledge NASA gleaned on managing program and projects coming out of NASA's human, robotic, and scientific missions of the last decade. At the end of the historic Shuttle program, the United States entered a new era that includes commercial missions to low-earth orbit as well as new multi-national exploration missions deeper into space. This handbook is a codification of the "corporate knowledge" for existing and future NASA space flight programs and projects. These practices have evolved as a function of NASA's core values on safety, integrity, team work, and excellence, and may also prove a resource for other agencies, the private sector, and academia. The knowledge gained from the victories and defeats of that era, including the checks and balances and initiatives to better control cost and risk, provides a foundation to launch us into an exciting and healthy space program of the future.

Available in PDF, EPUB and Kindle. Book excerpt: The NASA OAST Propulsion, Power, and Energy Division supports a low thrust propulsion program aimed at providing high performance options for a broad range of near-term and far-term mission and vehicles. Low thrust propulsion has a major impact on the mission performance of essentially all spacecraft and vehicles. On-orbit lifetimes, payloads, and trip times are significantly impacted by low thrust propulsion performance and integration features for Earth-to-orbit (ETO) vehicles, Earth-orbit and planetary spacecraft, and large platforms in Earth orbit. Major emphases are on low thrust chemical propulsion, both storables and hydrogen/oxygen; low-power (auxiliary) electric arcjects and resistojets; and high-power (primary) electric propulsion, including ion, magnetoplasmadynamic (MPD), and electrodeless concepts. The major recent accomplishments of the program are presented and their impacts discussed. Stone, James R. and Bennett, Gary L. Unspecified Center RTOP 506-42-31...

Book excerpt: The NASA Office of Aeronautics, Exploration, and Technology (OAET) supports a research and technology (R and T) program in electric propulsion to provide the basis for increased performance and life of electric thruster systems which can have a major impact on space system performance, including orbital transfer, stationkeeping, and planetary exploration. The program is oriented toward providing high-performance options that will be applicable to a broad range of near-term and far-term missions and vehicles. The program, which is being conducted through the Jet Propulsion Laboratory (JPL) and Lewis Research Center (LeRC) includes research on resistojet, arcjets, ion engines, magnetoplasmadynamic (MPD) thrusters, and electrodeless thrusters. Planning is also under way for nuclear electric propulsion (NEP) as part of the Space Exploration Initiative (SEI). Bennett, Gary L. and Watkins, Marcus A. and Byers, David C. and Barnett, John W. Book excerpt: Most space missions require on-board propulsion systems and these systems are often dominant spacecraft mass drivers. Presently, on-board systems account for more than half the injected mass for commercial communications systems and even greater mass fractions for ambitious planetary missions. Anticipated trends toward the use of both smaller spacecraft and launch vehicles will likely increase pressure on the performance of on-board propulsion systems. The acceptance of arcjet thrusters for operational use on commercial communications satellites ushered in a new era in on-board propulsion and exponential growth of electric propulsion across a broad spectrum of missions is anticipated. NASA recognizes the benefits of advanced propulsion and NASA's Office of Space Access and Technology supports an aggressive On-Board Propulsion program, including a strong electric propulsion element, to assure the availability of high performance propulsion systems to meet the goals of the ambitious missions envisioned in the next two decades. The program scope ranges from fundamental research for future generation systems through specific insertion efforts aimed at near term technology transfer. The On-Board propulsion program is committed to carrying technologies to levels required for customer acceptance and emphasizes direct interactions with the user community and the development of commercial sources. This paper provides a discussion of anticipated missions, propulsion functions, and electric propulsion impacts followed by an overview of the electric propulsion element of the NASA On-Board Propulsion program. Bush announced the Vision for Space Exploration (VSE), which instructed NASA to "Extend human presence across the solar system, starting with a human return to the Moon by the year 2020, in preparation for human exploration of Mars and other destinations," among other objectives. As acknowledged in the VSE, significant technology development will be necessary to accomplish the goals it articulates. NASA's Exploration Technology Development Program (ETDP) is designed to support, develop, and ultimately provide the necessary technologies to meet the goals of the VSE. This book, a review of the ETDP, is broadly supportive of the intent and goals of the VSE, and finds the ETDP is making progress towards the stated goals of technology development. However, the ETDP is operating within significant constraints which limit its ability to successfully accomplish those goals-the still dynamic nature of the Constellation Program requirements, the constraints imposed by a limited budget, the aggressive time scale of early technology deliverables, and the desire to fully employ the NASA workforce.

Foremost among these is the intro duction of the Space Technology Series as a part of the Space Technology Library. Dr. Wiley Larson of the US Air Force Academy and University of Colorado, Colorado Springs, will serve as Managing Editor for the Space Technology Series. This series is a cooperative effort of the Department of Defense, National Aeronautics and Space Administration, Department of Energy, and European Space Agency, coor dinated by the US Air Force Academy. The sponsors intend to bring a number of books into the series to improve the literature base in the fundamentals of space technology, beginning with the current volume. Books which are not a part of the Space Technology Series, but which also represent a substantial contribution to the space technology literature, will still be published in the Space Technology Library. As always, we welcome suggestions and contributions from the aerospace com munity.

Book excerpt: In March 2000, NASA's Office of Space Flight asked the Aeronautics and Space Engineering Board of the National Research Council to perform an independent assessment of the space solar power program's technology investment strategy to determine its technical soundness and its contribution to the roadmap that NASA has developed for this program. The program's investment strategy was to be evaluated in the context of its likely effectiveness in meeting the program's technical and economic objectives.
