Book excerpt: Excerpt from The Movement for Budgetary Reform in the States In our volume on The Problem of a National Budget, the attempt was made to do three things: to present an analysis of the problem of a budget; to trace the history of the movement for budgetary reform in the national government; and to point out certain steps which it is believed should be taken by that government with a view to the introduction of a budgetary sys tem as the basis for the administration Of its financial affairs. The present volume has for its purpose to do a somewhat similar work for the state governments. In view of the fact that the problem of a budget has been subjected to detailed analysis in the volume relating to the national government, it is unnecessary to attempt such a work here. The problem is substantially the same in both the national and state governments. Differences exist only in respect to the conditions to be met. Andrews argues that reforms often fail to make governments better because they are introduced as signals to gain short-term support. These signals introduce unrealistic best practices that do not fit developing country contexts and are not considered relevant by implementing agents. The result is a set of new forms that do not function. However, there are realistic solutions emerging from institutional reforms in some developing countries. Lessons from these experiences suggest that reform limits, although challenging to adopt, can be overcome by focusing change on problem solving through an incremental process that involves multiple agents.
