With nearly 7,700 projects and 290 Program of Activities registered by the CDM Executive Board, the CDM allows GHG emission reduction projects in developing countries to generate Certiied Emission Reductions which can be used to ofset mandatory or voluntary emission reduction targets. It however requires a robust monitoring, reporting, and veriication (MRV) to ensure social and environmental integrity of such projects and the emissions reductions thereof. This MRV manual is intended to assist CDM project developers in understanding and managing the MRV requirements and process of their CDM projects in a simple step-by-step manner with the help of real examples and practical tips. While this MRV manual has been developed primarily to assist CDM project developers, it also aspires to be of help for projects participating in other existing and emerging market mechanisms. These may include bilateral mechanisms; voluntary carbon markets; regional, national, and subnational carbon markets; and any of the cooperative approaches and new market mechanism for the post-2020 carbon markets consequent to the Paris Agreement adopted at COP21 in December 2015. As carbon markets in the region evolve beyond CDM, there is a strong need to maintain and further build institutional capacities to ensure growth and enhanced efectivity of carbon markets---and this MRV manual is an efort in that direction.

Book excerpt: Monitoring and evaluation (M&E) is recognized as critically important for tracking progress, whether it serves the purpose of accountability to donors, informs future improvements to CSA practices, or contributes to the aggregate global progress toward meeting the SDGs or the global stocktake under the Paris Agreement. There has been a growing chorus acknowledging the need to align the indicators and M&E frameworks of major donors with those of the three global agreements. Monitoring and reporting has begun on the SDGs, although the development of methodologies for various indicators is an evolving process. The development of specific indicators for the agriculture sector is also well underway for the Sendai Framework. The organizations conducting this work have recognized the need to streamline these processes. For example, they have already attempted to align several of the indicators between the SDGs and the Sendai Framework.These operational guidelines aim to address the core constraints and needs of FAO Member States on both the design and implementation of M&E systems that can simultaneously address CSA and sector reporting requirements for the 2030 Agenda, the Sendai Framework and the UNFCCC Paris Agreement. First and foremost, the guidelines acknowledge the principal need expressed by Member States that M&E systems and indicators be simple and not onerous. The challenges that have always existed with regard to M&E for CSA are still present, and are particularly pronounced for pillar 2, adaptation and resilience. These challenges to the development of indicators for pillar 2 have exhibited the greatest need for attention.

Drawing on a wealth of empirical evidence spanning a century of environmental rule making, Green shows how the delegation of authority to private actors has played a small but consistent role in multilateral environmental agreements over the past fifty years, largely in the area of treaty implementation. This contrasts with entrepreneurial authority, where most private environmental rules have been created in the past two decades. At the same time, the agricultural sector is a significant source of greenhouse gases (GHG) in many developing countries, which can be attributed mainly to land-use change and methane emissions from rice and livestock. But how can we reconcile less GHG emissions from tropical agricultural systems while increasing productivity? Due to the interactive nature of these issues, this book is compiled of articles on natural resource management, as well as the socio-economic aspects of GHG mitigation. The scope of mitigation options in tropical agriculture is discussed for three different activities: (a) agroforestry; (b) rice-based production systems; (c) pasture/animal husbandry. Agronomic solutions alone will not be sufficient, as the institutional and economic frameworks within which farmers operate dictate whether a recommended agronomic management practice is acceptable. The prevention of deforestation, and the re-forestation of degraded land, could become key elements to national climate protection programs of some developing countries. Alternative management practices in rice-based and pasture systems may offer win-win options to reduce emissions and improve resource-use efficiencies.
