Book excerpt: The Missing Entrepreneurs 2017 is the fourth edition in a series of publications that examine how public policies at national, regional and local levels can support job creation, economic growth and social inclusion by overcoming obstacles to business start-ups and self-employment by people from disadvantaged or under-represented groups in entrepreneurship. It shows that there is substantial potential to combat unemployment and increase labour market participation by facilitating business creation in populations such as women, youth, the unemployed, and migrants. However, the specific problems they face need to be recognised and addressed with effective and efficient policy measures. This edition contains in-depth policy discussion chapters on the quality of self-employment, including new forms of self-employment such as dependent and false self-employment, and the potential of self-employment as an adjustment mechanism in major firm restructuring and job shedding. Each thematic chapter discusses current policy issues and challenges, and makes recommendations for policy makers. A data section provides a range of information on self-employment and business creation rates, barriers and key characteristics of businesses operated by social group. Finally, country profiles highlight recent trends in inclusive entrepreneurship, key policy challenges and recent policy actions in each of the 28 EU Member States.

Book excerpt: The Missing Entrepreneurs 2021 is the sixth edition in a series of biennial reports that examine how public policies at national, regional and local levels can support job creation, economic growth and social inclusion by overcoming obstacles to business start-ups and self-employment by people from disadvantaged or under-represented groups in entrepreneurship. It shows that there are substantial untapped opportunities for entrepreneurship in populations such as women, youth, the unemployed, and immigrants and highlights the need for more differentiated government entrepreneurship policies that respond to the specific barriers they face. The report includes an assessment of the impact of COVID-19 across these populations of entrepreneurs and the effectiveness of the policy response. It also contains thematic policy chapters on microfinance and leveraging the potential of immigrant entrepreneurs. These chapters present the range of current policy actions in EU and OECD countries and make recommendations for future policy directions. Finally, the report contains country profiles for each of the 27 EU Member States that identify for each county the major recent trends in entrepreneurship by women, youth, seniors and immigrants, the key policy issues and the recent policy actions.

Available in PDF, EPUB and Kindle. Book excerpt: Bringing much needed clarity and definition to the term 'minority entrepreneur,' this authoritative and timely handbook explores the distinctive challenges that minority communities face when founding and managing new ventures. The handbook is inclusive of any community who might be considered disadvantaged or under-represented in terms of entrepreneurial activity and included are women, youths, seniors, disabled, immigrants, Indigenous peoples, LBGTQ+, ex-offenders, Roma, refugees and many others. Chapters highlight the idiosyncratic nature of the many communities examined before offering frameworks and models that draw together the various findings. With a cast of international contributors, this scholarly handbook discusses the surrounding literature of minority entrepreneurship and takes an all-encompassing approach to its interpretation. It also addresses the sorely under-researched area of entrepreneurial behaviour among minorities and disadvantaged groups. This is particularly important for policymakers tasked with designing and delivering initiatives that are appropriate for the needs of these communities. Ultimately this handbook contributes to existing knowledge by: • providing a current understanding of the literature for each of the communities; • investigating the uniqueness of the entrepreneurial behaviour within the communities; • offering new frameworks/models from which future researchers can build new knowledge. The handbook provides a comprehensive account of an important and fast emerging field of entrepreneurship, and is an invaluable resource for students, researchers and policymakers.

Available in PDF, EPUB and Kindle. Book excerpt: Israeli national neoliberalism has promoted innovation policies leading to an ostensible paradox: At the center is a startup nation with a vibrant and successful high-tech entrepreneurial ecosystem, accumulating resources and enabling constant growth. At the geographical and social periphery, there has emerged a parallel society with often-marginalized groups not able to keep up. In one of the most unequal countries with a high rate of poverty, entrepreneurial heroes are celebrated at the center, promoting a myth that all could be self-made successes. At the periphery, entrepreneurs are struggling to survive, often pushed into precarious working and living conditions. Applying critical theory discourse, this book illustrates how neoliberalism and entrepreneurship are intertwined and how the startup nation has evolved in Israel. It explores how national neoliberal state policies have targeted technological innovation as a tool to obtain a competitive advantage in the international arena rather than aiming at increasing economic achievements and well-being for all. It will demonstrate that the Israeli entrepreneurship scene exemplifies the existence of parallel entrepreneurial societal spaces, analyze the positionality of entrepreneurs belonging to a variety of groups that characterize Israeli society, and uncover structural disadvantages and related levels of precarity as well as existing links between entrepreneurial advantages and disadvantages, mobility and varying degrees of social marginality. Dark Sides of the Startup Nation sheds light onto the problematic and sometimes contradictory myth that entrepreneurship is meritocratic and that neoliberal capitalism provides everyone with equal opportunities to succeed. The book will be of interest to researchers, academics, policy makers and students in the fields of entrepreneurship and small business management, responsibility and business ethics, and technology and innovation.
