Book excerpt: Minor parties in the United States have been studied both individually and collectively. On the basis of these studies, social scientists have set forth certain generalizations concerning the types of American minor parties, their characteristics, their functions, and the obstacles they face in the American party system. However, in their comparative analysis of political parties, political scientists have generally limited themselves to comments about the major parties. This study examines in detail all the minor parties which have participated in the national elections of the Federal Republic of Germany since its inception in 1949 in light of the descriptive and explanatory generalizations which have been formulated about minor parties in the United States. The purpose of such an analysis is threefold. First, it provides materials on the West German minor parties which will be readily accessible for cross-national research. Second, through comparisons with the West German experience, the generalizations pro duced to explain American minor parties are made more suitable for comparative analysis. Third, and most important, it seeks to demonstrate that some minor parties play an important role in a party system and that, therefore, minor parties should not be ignored in the comparative analysis of political parties. I am deeply indebted to Professors William B. Gwyn and James D. Cochrane for their help on this project. This work could not have been completed without Professor Gwyn's guidance and prodding.

Parties and elections in the Lander and the controversial roles of parliaments and deputies are also examined.

Available in PDF, EPUB and Kindle. Book excerpt: Coalitions are the commonest kind of democratic government, occurring frequently in most countries of western Europe. It is usually assumed that political parties came together in a government coalition because they agree already, or can reach an agreement, on the policy it should pursue. This book examines this idea using evidence from party election programmes and government programmes. It demonstrates that party policies do influence government programmes, but not to the extent they would if policy-agreement were the sole basis of coalition.

Available in PDF, EPUB and Kindle. Book excerpt: The essays in this collection reflect on the promises, hopes and fears dominant in the narratives on and realities of doing away with authoritarian regimes. The experiences of post-communist transition are matched with accounts on authoritarian traits present in established constitutional democracies and on authoritarian inclusions preserved in the new regimes in the post-transition phase. The essays combine first-hand insider accounts with interdisciplinary scholarly analysis. The first part of the collection focuses on considerations marking the way out of authoritarian - not restricted to socialist - regimes. The second part centers around experiences and problems which surface following the days of totalitarianism, both in newly emerged democracies and in well-established constitutional systems. Issues covered range from police practices to the role of the 'people' in post-authoritarian regimes. The dilemma transparent in all essays is whether 'coming out' of authoritarianism is possible at all.
