Since the beginning of the 21st century the IDF has undergone an intensive process of mediatization that has transformed the media into an interpretative grid for many of its military activities and increasingly utilized media to garner public support and construct civilian perceptions of conflict and security through media activity and strategy. This process can be divided into four distinct chronological phases in accordance with the operational challenges confronted by the IDF during this period, from the Al-Aqsa Intifada of 2000, through Israeli unilateral disengagement from Gaza in 2005, and the second Lebanon war of 2006, to the series of Gaza confrontations of 2008-2014. The work shows how the IDF’s media policy evolved from a narrow perception of its role, and separation between operational and media actions to a cohesive and coherently articulated media strategy that is increasingly intertwined with military action and operational strategy and a vital component of strategic military aims and objectives. This strategic stance has led the IDF to adopt a global media perspective using the most advanced new media platforms, designed to influence public opinion and improve national narratives, both in Israel and the international community. By applying the concept of mediatization to the Israeli case, this book fills a research lacuna and offers a new prism for the study of media-military relations in contemporary conflicts. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally.

Commanders and institutional leaders must recognize shortfalls and resolve gaps rapidly in the middle of the fog of war. The side that reacts best (and absorbs faster) increases its chances of winning. Mars Adapting examines what makes some military organizations better at this contest than others. It explores the institutional characteristics or attributes at play in learning quickly. Adaptation requires a dynamic process of acquiring knowledge, the utilization of that knowledge to alter a unit’s skills, and the sharing of that learning to other units to integrate and institutionalize better operational practice. Mars Adapting explores the internal institutional factors that promote and enable military adaptation. It employs four cases, drawing upon one from each of the U.S. armed services. Each case was an extensive campaign, with several cycles of action/counteraction. In each case the military institution entered the war with an existing mental model of the war they expected to fight. For example, the U.S. Navy prepared for decades to defeat the Japanese Imperial Navy and had developed carried-based aviation. Other capabilities, particularly the Fleet submarine, were applied as a major adaptation. The author establishes a theory called Organizational Learning Capacity that captures the transition of experience and knowledge from individuals into larger and higher levels of each military service through four major steps. The learning/change cycle is influenced, he argues, by four institutional attributes (leadership, organizational culture, learning mechanisms, and dissemination mechanisms). The dynamic interplay of these institutional enablers shaped their ability to perceive and change appropriately.

Book excerpt: This book is the first about military-media relations to argue for a fundamental restructuring of national journalism and the first to document the failure of American journalism in the national security field for the past thirty years. Press complaints of excessive control by the military during the Persian Gulf War of 1990-91 were the inevitable result of the failure of American journalism to train competent specialists in military reporting and to provide an organizational structure that would assure continuing, comprehensive coverage of national defense in peace and war. This, in turn, is the result of retaining the city-room concept as the basic organizational feature of the press, with continuing reliance on the generalist in an age that demands increasingly well-trained specialists. So long as the press fails to modernize its basic methods of training to assure well-trained defense specialists, the military will be required to closely control reporters, as in the Persian Gulf War, as a basic requirement of security for armed forces members and the national interests. Permitting the military to control how the military itself is reported is a grave danger to the democratic process. Yet, so long as the press refuses to accept responsibility for large-scale reform, the public will continue to support close military control as an essential element of safety for its sons and daughters in the armed forces, and out of concern for the success of U.S. military operations.
