Book excerpt: Despite the Mexican government's projected image of prosperity and modernity in the years following World War II, workers who felt that Mexico's progress had come at their expense became increasingly discontented. From 1948 to 1958, unelected and often corrupt officials of STFRM, the railroad workers' union, collaborated with the ruling Institutionalized Revolutionary Party (PRI) to freeze wages for the rank and file. In response, members of STFRM staged a series of labor strikes in 1958 and 1959 that inspired a nationwide working-class movement. The Mexican army crushed the last strike on March 26, 1959, and union members discovered that in the context of the Cold War, exercising their constitutional right to organize and strike appeared radical, even subversive. Railroad Radicals in Cold War Mexico examines a pivotal moment in post-World War II Mexican history. The railroad movement reflected the contested process of postwar modernization, which began with workers demanding higher wages at the end of World War II and culminated in the railway strikes of the 1950s, a bold challenge to PRI rule. In addition, Robert F. Alegre gives the wives of the railroad workers a narrative place in this history by incorporating issues of gender identity in his analysis.

In his subsequent examination of U.S.-Mexican relations, he emphasizes that, aside from the issues directly related to Mexico's petroleum, a complex assortment of concerns remain unresolved between the two nations—illegal immigration, drug traffic, terms of technical and scientific cooperation, restrictions on Mexican exports in the U.S. market, and the more assertive foreign policy stance recently taken by Mexico. Dr. Millor argues that, far from representing a clear case of positive growth for Mexico, petroleum could bring about distorted development and increased dependency, as well as a difficult period of relations with the U.S. If a stable association between the two governments is to emerge, he concludes, U.S. policymakers must understand the changes taking place in Mexico and accept its emergence as a middle power with autonomous goals. Representing both the Mexican and the U.S. point of view, this study contributes much to a better understanding of the significance of oil for Mexican development and to a balanced assessment of present and future U.S.-Mexican relations.

Lenti’s Redeeming the Revolution demonstrates how the killing of hundreds of student protestors in Mexico City’s Tlatelolco district on October 2–3, 1968, sparked a crisis of legitimacy that moved Mexican political leaders to reestablish their revolutionary credentials with the working class, a sector only tangentially connected to the bloodbath. State-allied labor groups hence became darlings of public policy in the post-Tlatelolco period, and with the implementation of the New Federal Labor Law of 1970, the historical symbiotic relationship of the government and organized labor was restored. Renewing old bonds with trusted allies such as the Confederation of Mexican Workers bore fruit for the regime, yet the road to redemption was fraught with peril during this era of Cold War and class contestation. While Luis Echeverría, Fidel Velázquez, and other officials appeased union brass with discourses of revolutionary populism and policies that challenged business leaders, conflicts emerged, and repression ensued when rank-and-file workers criticized the chasm between rhetoric and reality and tested their leaders’ limits of toleration.

Instead, outsiders who accommodate capitalists often prevail. Capitalist Outsiders revisits celebrated exemplars of Latin American populism in Mexico and Venezuela to shed light on this phenomenon. It reveals how anticorruption campaigns boosted Mexico’s neoliberal-era capitalist outsider by drowning out salacious corporate scandals; how Venezuela’s apparently enlightened capitalist outsiders of the 1940s relied on segregationist, punitive labor relations; and how corporate insiders of Venezuela’s neoliberal political establishment unwittingly validated the anticapitalist Hugo Chávez as the true outsider. It weaves together these case studies to reveal an unlikely common origin for capitalist outsiders in both countries: their sequential insertion into global oil production and Mexico’s early twentieth-century radical oil workers. Capitalist Outsiders moves beyond cataloging “populist” traits and tactics or devising the institutions that might avert their rise. Instead, it specifies the distinct social bases of capitalist vs. anticapitalist outsiders. It exposes how a nation’s earlier incorporation into the capitalist world economy casts a long shadow over neoliberal-era outsider politics.
