Its authors distinguish aspects of the Washington region that reflect its characteristics as a national capital from those common to most other metropolitan regions and to other capitals. To do so, they employ an interdisciplinary approach that draws from economics, political science, sociology, geography, and history. Royce Hanson and Harold Wolman focus on four major themes: the federal government as the region’s basic industry and its role in economic, physical, and political development; race as a core force in the development of the metropolis; the mismatch of the governance and economy of the national capital region; and the conundrum of achieving fully democratic governance for Washington, DC. Critical regional issues and policy problems are analyzed in the context of these themes, including poverty, inequality, education, housing, transportation, water supply, and governance. The authors conclude that the institutions and practices that accrued over the nineteenth and twentieth centuries are inadequate for dealing effectively with the issues confronting the city and the region in the twenty-first. The accumulation of problems arising from the unique role of the federal government and the persistent problem of racial inequality has been compounded by failure to resolve the conundrum of governance for the District of Columbia. They recommend rethinking the governance of the entire region. While many books are concerned with the city of Washington, DC, Nation’s Metropolis is the only book focused on the development and political economy of the metropolitan region as a whole. It will engage readers interested in the national capital, metropolitan development more generally, and the growing comparative literature on national capitals.

In Shaping the Metropolis Zack Taylor compares the historical development of American and Canadian urban governance, both at the national level and through specific metropolitan case studies. Examining Minneapolis–St Paul and Portland, Oregon, in the United States, and Toronto and Vancouver in Canada, Taylor shows how differences in the structure of governing institutions in American states and Canadian provinces cumulatively produced different forms of urban governance. Arguing that since the nineteenth century American state governments have responded less effectively to rapid urban growth than Canadian provinces, he shows that the concentration of authority in Canadian provincial governments enabled the rapid adoption of coherent urban policies after the Second World War, while dispersed authority in American state governments fostered indecision and catered to parochial interests. Most contemporary policy problems and their solutions are to be found in cities. Shaping the Metropolis shows that urban governance encompasses far more than local government, and that states and provinces have always played a central role in responding to urban policy challenges and will continue to do so in the future.

Hatcher became the first black mayor of Gary, Indiana in 1967, the response of Gary's white businessmen was to move the entire downtown to the suburbs, thereby weakening the city core. Meanwhile, white business and institutional leaders in Atlanta, Detroit, and Newark worked with black mayors heading those majority-black cities to rebuild their downtowns and neigh¬borhoods. Why not Gary? Robert A. Catlin, who served as Mayor Hatcher's planning advisor from 1982 to 1987, here analyzes the racial conflicts that tore Gary apart. He asserts that two types of majority-black cities exist. Type I -- including Atlanta, Baltimore, Detroit, and Newark -- have Fortune 500 corporate headquarters, major universities, and large medical centers -- institutions that are placebound -- and their leaders must work with black mayors. Type II cities like Gary lack these resources; thus, their white leaders feel less compelled to cooperate with black mayors. Unfortunately in Gary's case, black politicians and white executives fell victim to pettiness and mistrust, and, as a result, Gary and the entire northwest Indiana region suffered. Racial Politics and Urban Planning is required reading for citizens interested in urban affairs. Leaders in cities such as Albany and Macon, Georgia; Monroe, Louisiana; Mount Vernon, New York; and Pine Bluff, Arkansas, should also take note. Those cities have just become majority black and are in the Type II category. Will they learn from Gary, or are they doomed to repeat its mistakes?
