Score cards for measuring teaching efficiency fulfill two functions. They may be used by the superin tendent for administrative purposes such as a basis for determining reemployment, promotions and salary increases or they may serve as a means for improving the teachers in service. When used for ad ministrative purposes the rating should be made by the superintend ent, the principal or other supervisory officials. When the function of the score card is that of teacher improvement it has been recom mended that each teacher be asked to rate himself. This process of rating, however, is considered self-analysis rather than measurement. In some cases a preliminary rating has been made both by the prin cipal or special supervisor and by the teacher and a final rating given by the superintendent after he has compared the results of the two ratings and has conferred with the individual teachers regarding any special characteristics of strength or of weakness. The examination system as we have commonly had it, not only has been responsible for judgments with respect to the efficiency of schools, or Of school systems, but has also determined in very considerable measure in most school systems the progress of children. In the studies which are reported here, more precise measures give to the student of education a better basis in knowledge of conditions upon which to base his criticism or to develop his improved method Of instruction or administration. The measurement Of results of any sort, whether of the achievements in School subjects, of the cost of any unit or function, or of the rate of progress, and the like, furnishes primarily a knowledge of the situation which makes clear the problems involved, and which may suggest a method of experiment that looks toward the improvement desired. Yet both have developed at such a phenomenal rate in the last few years as to make this movement for the mental measurement of children the most dramatic tendency in modern education. Educators returning from a few years' sojourn in foreign missionary fields testify that no recent change in educational practices compares with that effected by the growth of scientific edu cational and intelligence testing. During the war, and since, it was my privilege to confer with educational or military commissions sent here by several foreign governments to study our schools. These representatives testified that the extensive use of scientific mental measurement was one of the most distinctive features of American education. This book describes rather fully the meaning and methods of this movement. The art of measurement is younger than the science of measurement because the abler workers have, of necessity, devoted their energies almost exclusively to the origination of foundational techniques. But the whole movement was so promising in the way of concrete assistance in meeting educational problems that practical educators have irre sistibly demanded that the science of measurement be turned into the art of measurement almost overnight. Hence the last two or three years has witnessed a feverish effort to meet these demands. The result has been numerous mis takes and remarkable successes. This book has a fourfold aim.
