Demand increasing 50 percent faster than supply with high demand schedule. - The set of outcomes in table 5 which most nearly fits our expectations for 1980 results from a percent annual shift in demand, a percent annual shift in supply, a short-run demand elasticity, and a long-run demand elasticity.8 Depending on Government diversion and payment policies, the parity ratio would decrease 6 to 9 points. With one exception, the quantity of farm products demanded and supplied would increase. Net farm income would decrease moderately to billion under continuation of diversion and Government payment policies of the 1960's, and it would decrease severely to billion under a 1970 free market supply and to billion under a policy that gradually reverts to a free market by 1980. Thus continued diversion and payment programs are needed to avoid a major drop in net farm income. Table 6 contains annual estimates for this set of outcomes. Present indications, however, point to some slow ing down in these trends in the immediate future. The Defense Program will have its impacts on production of farm machinery as well as on the supply of farm labor. Allotments of the controlled materials steel, copper, and aluminum -in the fourth calendar quarter of 1951 and for the first and second quarters of 1952 probably have forced a curtailment in the production of farm machinery and equipment to around 80 to 85 percent of the 1949 rate. Prospects for production in the third calendar quarter of this year are no brighter at this time. The conclusion is that the demand for some items of farm machinery this year will exceed the supply in prospect. Insofar as availability of materials will permit, emphasis on the production of the kinds of ma chines most in demand should permit a continuation of the desirable trends in farm mechanization, although at a slower rate than would occur if larger supplies of machines were available. The usda has recently initiated a program to encourage maintenance of machinery at a high level of operating efficiency. In carrying out this program, manufacturers have been urged to maintain a high level of production of repair parts. An adequate supply of repair parts will help farmers to maintain the operating efficiency of their present machinery. Although there may be local shortages of specialized items of machinery, the over-all outlook is that the supplies Of new machines, repair parts and attachments are likely to be adequate to attain farm production goals this year. Prices for the year will average above 1972 levels. Marketing receipts will likely be up around $5 billion, with gains for both livestock and cr0ps. Direct government payments are likely to be down more than $1 billion as government programs are adjusted to encourage greater feed and food grain production. As a result, gross farm income in 1973 will increase $31/z billion over last year's level. Farm production expenses may increase by a faster rate than gross income in 1973. The short-run static analysis suggested by figures 1 to 3 overlooks several key factors. Yet in a longer run context it is possible to increase total expenditures through increased levels of borrowing, which in turn can lead to a higher level of capital stocks. Second, the substitution of family labor for hired farm labor is ignored in figure 2. All three factors imply a greater level of output than suggested by short-run analysis.
