Book excerpt: There were no major unit arrivals in which the command was involved during February, March and April. Command activities during this period were highlighted by the US Force response to the Communist Tet attacks and the establishment of the US Army Support Command, Da Nang (Provisional) in the 1 corps Tactical Zone (CTZ). It was assembled from 1st Logistical Command assets located among the other three support commands and this headquarters. During the reporting period, 109 emergency airdrop missions were executed in support of US Army, US Marine Corps and Free World Military Assistance Forces. A total of 12,830.14 short tons of all classes of supplies were delivered. The largest recipient was the Marine Corps at Khe Sanh, which received a total of 8,335.70 short tons. A total of 45 major tactical operations were logistically supported during the three month period.

Book excerpt: In 1986 the Combined Arms Support Command was directed to review the functional area of Logistics Command and Control or LOG C2 by the Army Vice Chief of Staff. The intent was to ascertain if the Corps LOG C2 structure required changes in order to adequately sustain Airland Battle Doctrine. An interim operational concept was produced in 1989 which reorganized the previously functionally aligned battalions of the COSCOM into multifunctional Corps Support Battalions and Groups. However since the logistics community could not come to full agreement on the issue, action was further delayed and studied. The eruption of Operation Desert Shield in August 1990 caught the logistics community in limbo and the Army went to war with the new LOG C2 structure in its heart and mind but not fully implemented. This paper examines the birth and evolution of the concept and provides a pragmatic view of what was envisioned and what was to be gained. LOG C2 performance is evaluated as a result of personal and collective experiences in the Gulf War and finally the author recommends some changes and compromises that may be in order and indicates that expectations may need alteration.

Recent contingency operations clearly indicate U.S. force projections in support of national policy will be joint operations. The study in this paper reviews the recent history of support to joint operations. It discusses future contingency operations, logistical requirements, and contingency force composition. Flexibility, duplication and consolidation of logistical support to the Theater Commander is discussed in light of economy of logistical effort while sustaining the forces. In this study, the assumption was made that the industrial base and transportation systems would provide sufficient logistical sustainment to the selected theater of operation. The problem then becomes the type organization required to provide command and control for reception, storage, onward movement, and continued sustainment of joint theater forces. This paper concludes that the creation of a Joint Logistical Command for contingency operations, which would combine all Service logistical components under a single logistical operator, would make the best use of limited theater resources.

Pierce, a retired U.S. Army colonel with the Strategic Studies Institute at the U.S. Army War College in Carlisle Barracks, Pennsylvania, published a study on Army organizational culture. Pierce postulated that "the ability of a professional organization to develop future leaders in a manner that perpetuates readiness to cope with future environmental and internal uncertainty depends on organizational culture." He found that today's U.S. Army leadership "may be inadequately prepared to lead the profession toward future success." The need to prepare for future success dovetails with the use of the concepts of mission command. This book offers up a set of recommendations, based on those mission command concepts, for adopting a superior command culture through education and training. Donald E. Vandergriff believes by implementing these recommendations across the Army, that other necessary and long-awaited reforms will take place.

Although the Army's ability to mobilize has improved in recent years, much remains to be done, and the Korean War experience can provide valuable insights. Planners involved in the attempt to perfect current automated manpower mobilization systems need to prepare for possible strains and even collapse of those systems. In an emergency, we may have to rely on manual methods such as those that saw us through the Korean War. Industrial preparedness also has received increased emphasis and support in the last decade. But in this area, as well, there is much to be learned from the Korean War's partial mobilization. Finally, we can study with profit the problems encountered in supplying the large forces that we fielded in Korea. Planners who deal with theater logistics could benefit from detailed analysis, solidly grounded in original sources, of those problems and the solutions devised for them during the war. This monograph should provide impetus to examine Korean War mobilization and logistics. Through a discussion of the available literature, the author presents an overview of the most pertinent issues addressed thus far.
