Book excerpt: New York City's water supply system is one of the oldest, largest, and most complex in the nation. It delivers more than 1.1 billion gallons of water each day from three upstate watersheds (Croton, Catskill, and Delaware) to meet the needs of more than eight million people in the City, one million people in Westchester, Putnam, Orange, and Ulster counties, and millions of commuters and tourists who visit the City throughout the year. The Catskill and Delaware portions, which make up about 90 percent of the supply, receive no filtration or treatment other than disinfection, except for rare instances of high turbidity when a coagulant is added to increase deposition of suspended solids. The remaining 10 percent of the supply comes from the Croton watershed and receives treatment via filtration. The drinking water supply is managed by the Bureau of Water Supply within the New York City Department of Environmental Protection (NYC DEP). To continue to avoid filtration of the Catskill/Delaware portion of the water supply, in 2007, NYC DEP reexamined its control of turbidity in the Catskill portion of the water supply, including both structural improvements to the system and operational changes. The Operations Support Tool (OST) was developed as part of these efforts. OST couples models of reservoir operations and water quality; it uses real-time data on streamflow, snow pack, water quality, reservoir levels, diversions, and releases; and it incorporates streamflow forecastsâ€"all in order to predict future reservoir levels, water delivery to customers, and water quality within the system. These predictions inform the system operators, who then make decisions based on the most current data and forecasts. This report reviews the use of OST in current and future reservoir operations. It considers potential ways in which the City can more effectively use OST, makes recommendations for additional performance measures, and reviews the potential effects of climate change on the City's water supply to help identify and enhance understanding of areas of potential future concern with regard to the use of OST.

Water resources management is the aggregate of policies and activities used to provide clean water to meet human needs across sectors and jurisdictions and to sustain the water-related ecological systems upon which we depend. Knowledge that is crucial for water management is distributed across governments, non-governmental organizations and the water users themselves. In most circumstances, water management aims to address the interests of and integrate usage across hydrologically meaningful units, such as watersheds. Some management aspects, however, such as transboundary flows across multiple basins and inter-basin water transfers via channels or virtual water, may necessitate a broader geographical scope. Public participation aims actively to increase attention to and inclusion of the interests of those who are usually marginalized, e.g. politically disenfranchised minorities or poor people indirectly affected by water management. In this book, the authors identify successful mechanisms, approaches and practices for promoting public involvement in water resources management, including both conventional approaches and those based on information technology.

Whereas once the value of a piece of research was solely measured by the number of citations it received by fellow academics, shifting funding models and new societal concerns are forcing academia to question its structure and this mode of evaluation. At the same time a wave of practitioners and new types of institutions, such as RMIT in Melbourne and the London School of Architecture (LSA), have been recasting architectural education and theoretical speculation within practice, turning the traditional architectural studio into a learning environment that adopts and adapts academic models, and starts to use architectural research as a potential source of business intelligence, as a means for self-generating future commissions and speculative opportunities that sometimes even shift the terrain of practice. This new focus on research in practice is indicative of a profession redefining its relevance and scope. This is destabilising the traditional roles of academia and practice by questioning their deep-rooted separation and demanding a new definition of the term ‘research’ with one that is relevant to both parties. This issue features contributions from architectural thinkers, researchers and a number of practitioners who are recasting academic speculation within their own studios. This not only redefines what is meant by research and what forms it takes, but also how it creates value for them, their clients, for the discipline as a whole and for the ultimate users of their designs. This helps us to understand how research might be deemed valuable beyond a purely academic context.
