Such systems have been called Regnant or or Uncommon Democracies. They are characterized by distinctive features: the staging of unfree or corrupt elections; the blurring of the lines between government, the ruling party and the state; the introduction of a national project which is seen to be above politics; and the erosion of civil society. This book addresses major issues such as why one such democracy, namely Taiwan, has been moving in the direction of a more competitive system; how economic crises such as the present one in Mexico can transform the system; how government-business relations in Malaysia are affecting the base of the dominant party; and whether South Africa will become a one-party dominant system.

Book excerpt: More than 25 years have passed since South Africans were being shot or hacked or burned to death in political violence, and the memory of the trauma has faded. Nevertheless, some 20 500 people were killed between 1984 and 1994. Conventional wisdom has it that most died as a result of the ANC's people's war. Many books have been written on South Africa's political transition, but none has dealt adequately with the people's war. This book does. It shows the extraordinary success of the people's war in giving the ANC a virtual monopoly on power, as well as the great cost at which this was done. The high price of it is still being paid. Apart from the terror and killings it sparked at the time, the people's war set in motion forces that cannot easily be tamed. Violence, once unleashed, is not easy to stamp out. 'Ungovernability', once generated, is not readily reversed. For this new edition, Anthea Jeffery has revised and abridged her seminal work. She has also included a brief overview of the ANC's National Democratic Revolution for which the people's war was intended to prepare the way. Since 1994, the NDR has been implemented in many different spheres. It is now being speeded up in its second and more radical phase.

Internally, the country saw a bewildering growth of grassroots organizations--including trade unions, civic associations in the black townships, student and other youth organizations, church-based groups, and women's movements--many of which operated under the umbrella of the United Democratic Front (UDF). "Beyond Our Wildest Dreams" explores the often conflicted relationship between the UDF's large-scale resistance to apartheid and its everyday struggles at the local level. In hindsight, the UDF can be seen as a transitional front, preparing the ground for leaders of the liberation movement to return from exile or prison and take over power. But the founding fathers of the UDF initially had far more modest ambitions. Interviews with Cachalia and other leading personalities in the UDF examine the organization's workings at the national level, while stories of ordinary people, collected by the author, illuminate the grassroots activism so important to the UDF's success.
